Within the 13th Five-Year Plan period, resolving difficulties encountered during development and cultivating strengths for further development served as the keys. China firmly established and put into practice a new philosophy of innovative, coordinated, green, open, and shared development.

In line with the new goals for finishing building a moderately prosperous society in all respects, the major objectives for economic and social development of the 13th Five- Year Plan were reached through maintaining a medium-high rate of growth, achieving significant results in innovation-driven development, further coordinating development, improving standards of living and quality of life, enhancing the overall caliber of the population and the level of civility in society, achieving overall progress in the quality of the environment and ecosystems, as well as ensuring all institutions become more mature and better established in China.
