Established on August 18, 2010,  Shuitu New Town is located in the northwestern part of Liangjiang New Area, covering the Shuitu Subdistrict and Fuxing Subdistrict of Beibei District. With 118 square kilometers under the jurisdiction, it has a planned construction area of 65.52 square kilometers. There are 20 square kilometers of land for industrial use and 45.52 square kilometers of land for comprehensive urban development. As an important part of Liangjiang New Area's effort to build a multi-trillion advanced manufacturing base, Shuitu New Town has been approved to build the National Independent Innovative Demonstration Zone and the National Demonstration Base for Entrepreneurship and Innovation and has become the core area of China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI),  China (Chongqing) Pilot Free Trade Zone and Liangjiang New Area Digital Economy Industrial Park.

Shuitu New Town has made remarkable results in industrial cultivation. So far, it has signed 601 investment promotion projects (excluding real estate), with the total investment reaching 340.235 billion yuan and an annual output value of 284.248 billion yuan. Of them, there are three projects with an investment of 10-50 billion yuan, 14 projects with an investment of 5-10 billion yuan, and 33 projects with an investment of 1-5 billion yuan; 11 Fortune Global 500 companies and 9 Fortune China 500 companies; 139 strategic emerging manufacturing projects and 278 strategic emerging service projects. Currently, an industrial cluster underpinned by five leading industries of big data and cloud computing service, electro-optical display, semiconductor integrated circuit, bio pharmacy, digital medical equipment, and robot and intelligent equipment manufacturing has taken shape basically.

Now, the built area of Shuitu New Town has approached 25.5 square kilometers. The infrastructure construction is advanced at a fast pace, with the land requisitioned reaching 63.4 square kilometers and the municipal roads completed and open to traffic reaching 163.22 square kilometers. An integrated transport network combining highway, railway, and rail transportation has been established. Meanwhile, a batch of support livelihood projects including courts, office buildings for traffic and patrol police, community-level farmers' markets, health service stations, hotels, and commercial streets have been built and put into operation; the construction of well-known excellent hospitals and universities such as Chongqing School of University of Chinese Academy of Sciences, Liangjiang Campus of High School Affiliated to Southwest University, kindergarten, primary school and secondary school affiliated to Chinese Academy of Sciences and Liangjiang Hospital of the Ninth People's Hospital of Chongqing have commenced; a batch of domestically well-known real estate development enterprises have been settled in the new town to advance urban development and functional improvement fully.
