Chongqing: How to Extend from Physics Inland to Data Forefront?

The China-Singapore (Chongqing) Dedicated Connectivity Channel Development Forum, the first forum on bilateral cooperation in the information communication industry, was held at Xiantao Big Data Valley, Yubei District on November 21.

The application scenario was the hottest topic at the forum. What will the dedicated channel be used for? What core fuels will Chongqing obtain from this channel to build an exemplary inland city of opening up?

The Chongqing-Guangzhou-Hong Kong-Singapore data link was opened in September 2019, confirmed Aileen Chia, Deputy Chief Executive, Singapore’s Infocomm Media Development Authority (IMDA). The channel is projected to have a bandwidth of 260Gbps; the latency is about 70-80ms, and the packet loss is no greater than 0.5%. It features high speed, large bandwidth, low latency, and high reliability, with better data transmission than the existing internet.

According to Liu Nan, Southwest China general manager at the Strategic Development Department of Alibaba Group, they hope to intensify the business layout in the financial sector of Chongqing based on Alibaba’s digital economy. They wish to use the design in e-commerce platforms, cloud computing, big data, and blockchain to connect with Singapore and produce a chemical reaction. They also hope to cooperate with Singaporean enterprises and further with Southeast Asian and South Asian countries via the channel.

At the forum, the guests impressed the attendees with various application scenarios, from real-time logistics monitoring to telemedicine, from finance to blockchain, from digital entertainment to smart tourism, from remote education to cross-border e-commerce. Sun Xiyong, deputy director at Chongqing China-Singapore Project Administration Bureau, suggested that internet enterprises in Chongqing can regard the China-Singapore (Chongqing) International Data Channel (IDC) as an important platform to expand the international market. They can develop network services with high requirements on bandwidth, latency, and packet loss, such as entertainment, VR, and e-commerce.

Meanwhile, Singaporean enterprises can expand via the channel their online education, telemedicine, and other services to Chongqing and even the central and western China market. Thus, Chongqing and Singapore will be able to bring out the market potential in the “dual hubs.”

Zhang Jie, a senior engineer at the Institute for Industry and Planning, China Academy of Information and Communications Technology, said they had created extensive application space for the IDC, particularly in the flow of cross-border data. They have made arrangements in Chongqing and Singapore and will expand to other Southeast Asian countries, including Malaysia and Brunei. The IDC needs an extension in application scenario content, advised Zhang. The application scenario should not only be aligned with the current partnership between China and Singapore but also prepare for the “China-ASEAN” growth orientation, to play out the networking role of the channel and exploit the network resources.
