Chongqing Education Modernization 2035 and Chongqing Implementation Plan for Accelerating Education Modernization (2020-2022) were officially released, sourced from Chongqing Municipal Education Commission on June 8. The former put forward that by 2035, Chongqing will have built a modern education system that serves lifelong learning for all, with the overall level of education reaching the national advanced level and becoming an education powerhouse.

Chongqing Education Modernization 2035 is divided into five parts: Background, General Idea, Development Task, Implementation Path, and Supporting Measures. It defines the basic concepts of promoting education modernization which include morality-oriented for all-round development; people-centered for lifelong learning; combining learning with practice to serve the society; reform and innovation for integrative development; and public welfare and fairness for co-building and sharing.
By 2035, Chongqing will have built a modern education system that serves all people's life-long learning. Learners will receive comprehensive, full, and individual development, and education in different stages will be fairer and of higher quality. The contribution of education to economic and social development will be significantly enhanced, while the competitiveness and influence of education will be noticeably enhanced. A modern education governance system featuring multiple-participation and co-building and sharing will be formed. The overall level of education development will reach the national advanced level, and Chongqing will be built into a city of learning, human resources, and talent, laying a solid foundation for Chongqing to become a strong modern city.
Chongqing Education Modernization 2035 also points out that in order to build a high-level learning city, the city should create a more unimpeded and open learning environment, strive for a more diverse and interactive learning service platform, optimize the supply of more abundant and diverse learning resources, and innovate a more flexible and convenient life-long learning method.
Chongqing should continue to expand the breadth and depth of its educational opening-up to the outside world, make good use of high-quality educational resources at home and abroad, actively participate in global educational governance, strengthen educational exchanges and cooperation in the Yangtze River Economic Belt and the Chengdu-Chongqing economic circle, and enhance the regional agglomeration effect and radiation influence of education. It should also promote the legalization of education, step up the efficiency of government management services, build a modern school system, and propel the institutionalization of social participation in educational governance.
In order to promote the implementation of Chongqing Education Modernization 2035, the Implementation Plan proposes that by 2022, Chongqing's educational modernization should make important progress, its comprehensive educational strength should be in the forefront of western China, and the city should basically be built into an education powerhouse, making greater contributions to Chongqing's supporting role in promoting China Western Development in the new era, its leading role in boosting the co-building of Belt and Road, and its exemplary role in advancing the green development of the Yangtze River Economic Belt.
