Chongqing Aims to Further High-Quality Development in Next Five Years

Chongqing- At the Chongqing Two Sessions, consisting of the Chongqing Municipal People’s Congress and Chongqing Municipal People’s Political Consultative Conference, the 14th Five-Year Plan is a key focus of discussion, while strategies formulated to implement new goals are of great significance for the future development of Chongqing over the next few years.

The Communist Party of China (CPC) Chongqing Municipal Committee and the Chongqing Municipal People's Government have attached great importance to preparations for the 14th Five-Year Plan and have set up a leadership task force under the guidance of municipal party committee secretary Chen Min’er and mayor Tang Liangzhi, as the two leaders work to ensure this new journey towards socialist modernization enjoys a successful launch.

The Chongqing Development and Reform Commission will effectively take the lead in the preparation and implementation of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035. 

A key objective will be to produce scientific and detailed clarification on the development goals required.

The Chongqing Two Sessions takes place from January 20 to 25.

Strong support will be provided as the drive for achieving socialist modernization by 2035 in Chongqing gathers pace, with phased arrangements for development stipulated in the 14th Five-Year Plan to be drawn up.

High-quality development in multiple facets of life

To satisfy the requirement for Chongqing to play a leading role in establishing a new model for high-quality development and living, the objective is to thoroughly integrate policies in multiple fields such as the economy, society, culture, and ecology. For instance, in the drive for high-quality development and living, the construction of a strong public health system will satisfy citizens' needs for a healthy life, a source of the municipal development and reform commission indicated.

Great efforts will be invested to satisfy the requirement to actively integrate the new development model, with a focus on the optimization and upgrade of industrial and supply chains, the construction of a new highland for reform and opening up, coordinated development of the Chengdu-Chongqing Economic Circle, and optimization of the business environment for better integration in domestic and international cycles.

High quality living in Chongqing is among the goals of the 14th Five Year Plan.

Strategies to achieve important goals, key tasks, and major projects are to be clarified to assure that 20 designated fields, including transportation, water conservation, and ecology, are implemented effectively during the 14th Five-Year Plan, in addition to research and proposals for over 500 major projects.

Projects in transportation infrastructure have greatly enriched connectivity within the Chengdu-Chongqing Economic Circle. This has allowed for coordinated and inclusive high-quality development of pre-school, compulsory, vocational, and higher education in the field of education.

Aims for healthy living are to be furthered through infrastructure projects, including sports facilities and elderly care, which have been proposed for construction in cities, districts, counties, towns, and villages.

Green development will be implemented through strict control of projects with high energy consumption and eliminating industrial pollution. To achieve this aim, the Two Sessions will clarify directions for new-generation information technology, new materials, biotechnology, and other strategic emerging industries. Optimization of industrial and energy structures will accelerate the cause of development in line with green, low carbon principles.
