Luo said, Chongqing strictly implements the “14+7+7” health management for overseas personnel coming to Chongqing and returning to Chongqing. This includes a 14-day quarantine in designated facilities, 7-day home quarantine, and 7-day self-health management from the first day entering the city.

Those returning to Chongqing who have been released from quarantine in other provinces and cities, who have completed a 14-day quarantine in designated facilities at the place of first entry and the entry time is less than 28 days, shall implement "7+7" health management in Chongqing. They also have to provide proof of the release of quarantine and negative nucleic acid testing results. For those who cannot provide proof, a 14-day quarantine in designated facilities will be conducted.

Those returning to Chongqing from or passing through high-risk areas in China for COVID-19 will be centralized quarantined and observed for 14 days and carry out two nucleic acid tests.

For those who come to Chongqing or return to Chongqing from medium-risk areas in China for COVID-19, the proof of negative nucleic acid testing results within 3 days shall be checked. Those who cannot provide proof will be quarantined for 14 days in designated facilities and carry out two nucleic acid tests. If a negative result can be provided, they shall conduct a 14-day community health management.

During the Spring Festival travel period, that is from January 28th to March 8th, those returning from low-risk areas in China for COVID-19 must provide proof of negative nucleic acid testing results within seven days while returning home, or provide the health passcode in "green," and containing the information of negative nucleic acid testing results within seven days.

Luo continued, the movement of people within the city (except for special groups) is not required at the moment. In terms of epidemic prevention and control, the government shall implement comprehensive disinfection and nucleic acid testing for imported cold chain foods and continue to strengthen the entire chain of control in imported goods, port inspections, transportation, and disinfection management, to block any chances of virus transmission.

Meanwhile, the city's emergency command system has been fully activated, and all districts and counties have integrated forces to implement a flat operation. This includes strictly implementing the "daily report," 24-hour prevention and control duty system, and is on standby at all times to ensure the emergency plan shall be activated as soon as possible in case the outbreak of the epidemic occurs.
