The 4th session of the 13th National People’s Congress kicked off on March 5 in Beijing. People in Chongqing Municipality listened to and watched the session's grand occasion in various ways. Dong Jianguo, Secretary of the Leading Party Members’ Group and Director of Chongqing Development and Reform Commission said that as the year 2021 marked the start of the 14th Five-year Plan period, the strong confidence inspired all staffs in the municipal development and reform system in the sustainable and healthy development for China’s economy and society, which Premier Li Keqiang released in his 2021 government work report. In the next step, Chongqing Development and Reform Commission will focus on various goals and tasks set up in the outlines of the 14th Five-year Plan of Chongqing Municipality and the municipal government work report to provide support and momentum for a good start of the 14th Five-year Plan period.
Zheng Liwei, Secretary of the Leading Party Members’ Group and Chief of Chongqing Audit Bureau expressed that they would implement the main goals and tasks determined in the government work report by combining those with their audit work and involving the audit work into the landscape of Chongqing’s economic and social development for a comprehensively planning, and improve their capability of conducting comprehensive study and judgment, providing scientific suggestions, serving reform and driving development, to shore up the weak institutional spots in the reform and opening-up.
“The government work report suggests pursuing a deeper-level opening-up covering more areas and fields, which explicitly points out the direction and inspires us to move on.” Cheng Zhiyi, Secretary of Jiangjin District Party Committee, expressed that in the next step, the district would emphasize building important inland open frontiers to promote the quality, level, and effect of the opening-up in an all-around way.

“Promoting innovation capability in science and technology requires tackling key problems of core technologies.” Wang Quanbao, Deputy Dean of Shanghai Jiao Tong University Chongqing Research Institute and Standing Deputy Director of Shanghai Jiaotong University Chongqing Near Space Innovation R&D Center, said that the institute had focused on the two core fields of “intelligent manufacturing” and “near space,” and had been committed to breaking through core technologies, while strengthening the in-depth integration of advanced fields such as aerospace, Internet of Vehicles, advanced materials and engineering, AI, unmanned platform and biomedicine with industries and sectors since its founding.
Xuping, Head of Technology Department of China Construction Second Engineering Bureau Co. Ltd Southwest Branch, said that the company, as a central enterprise in the construction industry, had attached great importance to science and technology innovation and established an incentive mechanism for innovation work. In this year, the company will further speed up the transformation of scientific results into actual effects of application, increase the inputs in scientific innovation and create more benefits driven by innovation.
