Plan Unveiled to Build Chengdu and Chongqing a World-Class Trade and Investment Area

Chongqing- By 2025, the business environment in the Chengdu-Chongqing economic circle will be fully optimized, including a first-class business environment region with convenient trade and investment, standardized government services, and mature rule of law protection, according to the Plan for Optimizing the Business Environment in the Chengdu-Chongqing Economic circle.

Therefore, the capacity of the business environment to serve the overall strategic development of the construction of the Chengdu-Chongqing economic circle will be comprehensively strengthened.

A unified market access system

The plan calls for areas of initiative, including implementing a unified market access system, collaborating to create convenient and efficient business start-up services, as well as optimizing and improving the business exit system to further stimulate the vitality of market players.

For example, it requires the full implementation of the negative list system for market access and the effective maintenance of the uniformity and authority of market access.

Another example is that it requires the joint establishment of a mechanism to improve the effective interface between the negative market access list matters and the existing administrative approval process to continuously improve the management approach and the efficiency of approval.

Creating a convenient and efficient business start-up service synergistically, the plan calls for exploring and establishing a mechanism for the Same Standard for Market Access in Different Places and building an integrated service system for applying, licensing, and receiving business licenses in different places in Sichuan and Chongqing.

The plan also calls for the collaborative development of a smart inquiry system for registration files in the Chengdu-Chongqing economic circle to enable their online self-service inquiry of business registration files.

High-quality government services

Enhancing the quality and efficiency of government services requires Chengdu and Chongqing to unify and promote the standardization of government services, the realization of "one-stop government services in Sichuan and Chongqing, "and strengthen the exchange and sharing of government data.

For example, by promoting the implementation of "one-stop government services in Sichuan and Chongqing," the governments need to focus on the needs of enterprises and the public and promote high-frequency government services matters to be handled with less time and materials.

The governments should accelerate the implementation of one-stop government services with online and offline access and set up "one-stop government service" windows for inter-regional access between Sichuan and Chongqing with scientific methods.

Coordinated development of ports

Enhancing trade and logistics facilitation and intercommunication, the plan calls for improving the cooperation mechanism of customs clearance in the Chengdu-Chongqing economic circle.

This involves increasing the efficiency of port collection and distribution for the further development of ports in Sichuan and Chongqing.

Both cities should work together to promote the branding of the China-Europe Railway Express (Chengdu and Chongqing), develop the "one single system" of multimodal transport and the consolidation mode, and speed up the construction of the service hub for the China-Europe Railway Express (Chengdu and Chongqing).

The plan also calls for the integration of airline resources and support for opening new international cargo routes in the hub airports of the two places.

This requires both to promote the aviation and land transport business and facilitate the sharing and intercommunication of existing air routes and port resources.
