2018 Chongqing established cooperative relations with the San José Department, Uruguay. To celebrate the 5th anniversary of the establishment of the relations, from September 17 to 21, Mercedes Antia, President of the Development Committee of the Departmental Council of San José, Uruguay, led a delegation of the department council and government to Chongqing for China International Meat Industry Exhibition 2023 and promotion of cooperation in various fields with relevant units in Chongqing.
On the afternoon of September 19, the delegation visited the Ethnic, Religious, Overseas Chinese, and Foreign Affairs Committee of the Chongqing Municipal People's Congress to exchange views on the working mechanism of local councils.

Delegation members said they want to strengthen mutual learning and share development experiences with Chongqing. During the symposium with the Chongqing Sports Bureau, the two sides introduced their respective developments in youth football training, mass sports, equestrianism, and other projects. They shared opinions on making greater efforts to encourage exchanges and cooperation in sports talent, competitions, training, and other fields.
When meeting with the China Council for the Promotion of International Trade Chongqing Sub-Council, the delegation introduced San José's pillar industries and development advantages and expressed its desire to intensify further collaboration in product trade, investment, and other sectors.
As one of the commemoration activities for the 5th anniversary of the establishment of cooperative relations, the delegation also visited the Chongqing Library and donated books on behalf of the San José Department Library. These books, created by local writers and artists, are to introduce and display the department's cultural customs, traditional culture, and art.

The delegation noted that cultural exchanges provide an important channel to deepen mutual understanding and enhance people-to-people bonds. They expressed the hope that through the platform of Chongqing Library, more Chongqing people will pay attention to and learn more about San José.
During their stay in Chongqing, the delegation visited the Chongqing Zoyet Club to discuss the possibility of cooperation in horse and harness trade, equestrian talent exchange, and other aspects.
The delegation also visited Chongqing Sanfeng Environment Group Corp., Ltd. to learn about the development and application of waste incineration power generation technology and related cooperation opportunities. The delegation also visited Dazu Rock Carvings and shared cultural and creative cooperation views with relevant officials.
On the 20th, Zhang Yaqian, Deputy Director of the Foreign Affairs Office of Chongqing Municipal People's Government, met with the delegation. Since establishing cooperative relations, the two sides reviewed friendly economic, trade, culture, education, and personnel exchanges. Zhang said the two sides have secured fruitful cooperation results in various exchanges and continuously deepened their friendly ties. The fifth anniversary of establishing friendly relations marks a new starting point for friendly exchanges. She hoped the two sides would jointly raise their practical cooperation to a higher level.
Officials from the Consulate General of Uruguay in Chongqing and the American and Oceanian Affairs Division of the Foreign Affairs Office of Chongqing Municipal People's Government accompanied the delegation.
