Chongqing – Bishan District, a key gateway on the western front of Chongqing's urban core and a vital node in the Chengdu-Chongqing economic circle, laid out its development blueprint for the 2026–2030 period at a government press conference on July 8.
The district aims to reach RMB 140 billion (approximately US$20.5 billion) in GDP by 2030, with per capita GDP hitting around RMB 180,000 (about US$26,400), according to Jiang Zhibin, Secretary of the CPC Bishan District Committee.

A Decade of Momentum
Over the past five years, Bishan's GDP grew at an average annual rate of 6.7%, with industrial output above the designated size rising 6.3% annually — propelling the district into the "double 100-billion" club (GDP and industrial output each exceeding RMB 100 billion). The urban-rural income ratio narrowed to 1.88, and the district has recorded net population inflow for 16 consecutive years.

Manufacturing at the Core
Bishan, which contributes 4% of Chongqing's total industrial output on just 1% of the city's land area, will double down on advanced manufacturing. The district plans to expand its intelligent connected new energy vehicle sector from RMB 60 billion to RMB 100 billion, while strengthening three pillar industries — life and health, next-generation information electronics, and intelligent equipment — each targeting RMB 10 billion. It will also cultivate emerging fields including aviation and low-altitude economy, new materials, and embodied intelligence. Industrial output above the designated size is projected to reach RMB 160 billion by 2030.

Innovation Hub
As a key functional area of the Western (Chongqing) Science City, Bishan already hosts three national-level industrial clusters and eight national innovation platforms. The district will pursue breakthroughs in 12 technology areas, including NEV components, biomanufacturing, and low-altitude technologies. R&D spending intensity is targeted at 3.27% by 2030.

Aviation-Led Opening-Up
With the new Chongqing Bishan International Airport included in the national 15th Five-Year Plan, Bishan will develop an airport economic zone integrating aviation logistics, high-end manufacturing, and airport services. By 2030, the district targets total imports and exports of RMB 13 billion (about US$1.9 billion) and over 80 foreign-invested enterprises.
Quality of Life
Bishan, home to the National Ecological Civilization Construction Demonstration Zone and Chongqing's only national pilot area for beautiful rural areas, will expand its 15-minute high-quality living service circles across the district. The urban-rural income gap is expected to narrow further to 1.84 by 2030.
The district also aims to become a "new-quality urban tourism destination," leveraging its proximity to downtown Chongqing, cultural heritage, and ecological resources to develop park tourism, rural experiences, wellness travel, and industrial sightseeing.
On April 30, visitors enjoyed boating and quality family time at Fengxiang Lake.
The plan, structured across 14 sectors and 37 chapters, sets out 19 specific indicators spanning economic development, innovation, people's livelihoods, green ecology, and safety and resilience. For 2026 — the first year of the plan — Bishan targets GDP growth of around 5.5%, with household income rising in step.
