On February 28, Chongqing held the 41st executive meeting of Chongqing Municipal People’s Government. On the meeting, the government examined and approved Circular on the Implementation of Measures Taken by the State Council to Support the Deepening of Reform and Innovation in the Pilot Free Trade Zone. It also approved the Implementation Scheme of Urban Rail Transit Networking Plan.

As the meeting advocated, Chongqing will fully promote the construction of China (Chongqing) Pilot Free Trade Zone. Meanwhile, the construction shall be in accordance with the spirit of the important instructions for the construction of the Pilot FTZ. By the end of 2018, China (Chongqing) Pilot FTZ had implemented 129 pilot reform tasks. It has implemented 127 pilot projects in the pilot reform of the Pilot FTZ, which have gained the support from the state to replicate and popularize. It has also explored and formed 13 typical cases of innovation and 34 achievements of institutional innovation.
Chongqing strives to implement measures taken by the State Council to support the pilot FTZ in deepening reform and innovation. It selects 41 measures applicable to China (Chongqing) Pilot FTZ from four aspects. The above-mentioned four aspects are as follows. The first one is to create a good investment environment, then, to improve trade facilitation. The third one is to promote financial innovation to serve the real economy. The last one is to promote human resources to take pioneering steps. Chongqing also conducts detailed implementation in terms of implementation measures, the division of responsibilities, time limits for completion, and work requirements.
Moreover, the meeting stresses that it is necessary to adhere to the rail transit to lead the urban development pattern. And at the same time, it is necessary to accelerate the construction of urban rail transit. Chongqing promotes to plan rail transit network scientifically and build the main frame of urban space with rail transit network. It also advocates strengthening the supporting role of the functional nodes and hubs for emerging cities.
We will build a comprehensive transportation hub with a supporting system and convenient transportation. We will promote the seamless and convenient transfer of high-speed rail, municipal railways, urban rail transit, and urban public transport. Passengers can flexibly choose traffic patterns based on passenger flow. We are committed to building a rail transit system of “One Network, Multi-Mode, Full Coverage”.
Meanwhile, we need to make innovation in investment and financing model. We need to encourage social capital to participate in construction, investment, operation rail transit. We will take the rail transit as the guide, the industry as the support, the environment and the public service facility as the supporting. Thus, we can promote the comprehensive development of TOD and further enhance the city’s value.
