Wang Yuyu is the member of CPPCC National Committee and the professor of Southwest University of Political Science and Law. On March 4 during China's two sessions, she said, “The ‘nationwide reading’ plays a key role in protecting citizens’ basic cultural rights and interests. And it is also an effective way to improve their scientific and cultural quality and social consiousness. In the meantime, this is the golden road to the inheritance of human culture and the improvement of cultural confidence.”

She thinks the above-county-level governments should include the establishment of community public libraries into their economic and social development planning. The financial budget at the corresponding level should cover the relevant expenses. Additionally, they should also incorporate facilities construction into the urban and rural construction plan, and build more community libraries.
“It is necessary to establish resource sharing mechanisms between community libraries and universities, research institutions and all-level public libraries. The borrowing and sharing mechanism connected with the above three units should be established as well. Moreover, there is a need to encourage more personnel exchange and business cooperation between community libraries and these units.”
Wang Yuyu believes the community library will play a significant part in developing public service functions. It will then become a platform for the community news release, important skills promotion, cultural lectures, and residents’ leisure. Offering these public services, it can satisfy the demand for “nationwide reading”.
