We should strengthen pollution prevention and control, enhance ecological improvement, and make sustained progress in green development. We should continue promoting pollution prevention and control. We will also consolidate the achievements of the plan on defending the blue sky. Emissions of sulfur dioxide and nitrogen oxides should fall by 3% this year. “This year, we will implement the requirements in the Premier’s government work report. Therefore, we will resolutely win the tough battle of pollution control.”
According to the relevant principal of Chongqing Municipal Bureau of Ecology and Environment, Chongqing will control pollution from five aspects. They include “clear water”, “blue sky”, “green land”, “clean soil”, and “noise-pollution-free environment”. In this way, the sky of Chongqing will be bluer, the land greener, the water clearer, and the air fresher.
In 2018, Chongqing’s environmental quality improved significantly. The overall water quality of the trunk stream of the Yangtze River in Chongqing was excellent. The number of days with good air quality reached 316, with a year-on-year increase of 13 days. The annual average density of PM2.5 has decreased by 11.1% on the year-on-year basis. Moreover, it fully strengthened ecological protection and restoration, with a number of prominent environmental problems resolved. With initial progress in pollution prevention and control, it took firm steps in building a beautiful city with picturesque scenery.
This year, Chongqing will strengthen pollution prevention and control to ensure the safety of drinking water sources. Moreover, it will prevent and control pollution in industry, urban and rural life, agriculture and rural areas, and key basins (regions). It will also upgrade and reconstruct 15 urban sewage treatment plants as well as reconstructing 110 township sewage treatment facilities. Finally, it is scheduled to improve the urban and rural sewage pipe network of 2,000 kilometers.
It will control the livestock pollution caused by the current breeding stock of 400,000 pigs. It will also complete the comprehensive improvement of the environment of 400 villages. Chongqing should thus ensure that the water quality of the trunk stream of the Yangtze River is good. It will also ensure that over 90.5% of the 42 sections included in the national assessment have good water quality.
Chongqing will focus on the “blue sky” and strictly control pollution from traffic, industry, dust, and daily living. It will also strengthen the regulation and research capabilities and fully implement the new standards for vehicle exhaust emissions.
Chongqing aims to ensure that the number of days with good air quality keeps more than 300 and the annual average PM2.5 density within 40 mcg/m3. It plans to strengthen air quality forecasting and early warning. It will also carry out regional joint prevention and control, as well as cross-regional law enforcement inspection and cross check.
Chongqing will make the ecological restoration a top priority. It will consolidate and deepen the reform of the environmental impact assessment system. In addition, the related departments should strictly implement the “three lines and one list” system.
“Three lines” include the ecological red line, the environmental quality bottom line, and the resource utilization upper line. “One list” refers to the negative list of environmental access. New heavy chemical projects within one kilometer of the bank lines of the Yangtze River’s trunk stream and tributaries are prohibited. For building strong ecological barriers, it will also strictly prohibit new industrial parks within five kilometers of the bank lines.
Chongqing is determined to conduct a detailed investigation of soil pollution in key industries and enterprises. It will also promote the construction of the demonstration area for comprehensive prevention and control of soil pollution. Strengthening the risk control of polluted lands to ensure the development of pure lands is in this plan too. At last, Chongqing will complete the annual task of reducing heavy metal emission in key industries.
It will accelerate the construction of facilities for the utilization and disposal of general industrial solid waste. It will also speed up the construction of the centralized disposal of hazardous waste. In this way, Chongqing can ensure timely and safe disposal of solid waste.
It aims to strengthen the management of the urban acoustic environment and control noise from social life, traffic, construction, and industry. Therefore, it will build (review) 30 Noise-pollution-free residential communities and build 150,000-square-meter green belts to reduce noises. In this way, it can ensure a stable acoustic environment quality.
