Liangjiang New Area this year will carry out its work under the theme of “opening-up”. It will strengthen the open mechanism, open environment, open ports, open channels, international cooperation, and open types of business. With the help of the pilot free trade zone, Chongqing will develop into an exemplary inland city for opening-up. It may give full play to the advantages of the courts and arbitration courts of the pilot free trade zone. It can thus create a community service center in the pilot free trade zone. In addition, it may also vigorously promote bonded aircraft leasing.

This year, Chongqing Xiyong Micro-electronics Industrial Park will highlight reform and innovation and focus on creating a good business environment. Specifically speaking, it will carry out the work centered on institutional innovation, investment facilitation, trade facilitation, and enterprise services. Meanwhile, it plans to reduce taxes on enterprises, strengthen supervision, reduce the levels of government approval, and simplify customs clearance procedures.

With its own regional advantages, it will strive for more investment in processing trade, trade in goods and service trade. Moreover, it schemes to focus on intelligent industries to create a demonstration zone for processing trade transformation and upgrading. Besides, it will also continue to pursue innovation-driven development and explore and promote more new business types.
First of all, Shapingba is determined to carry out pilot tasks and continue to explore and innovate.
Secondly, it aims to improve the business environment and integrate multiple certifications and licenses into one consolidated business license. It will also implement the reform of “separation of approval processes of business license and business certificate”. It plans to deepen international cooperation and steadily advance the strategic partnership building with the China-Britain Business Council.
Thirdly, it schemes to build industrial clusters and set up drug import and export bases. Additionally, it will actively build logistics trading hubs, tourism exchanges, and financial settlement centers.
China (Chongqing) Pilot Free Trade Zone of Shapingba District
Firstly, Yuzhong District will accelerate the implementation of reform tasks, improve assessment methods, and increase overall planning. In addition, it plans to implement measures to deepen reform and innovation in the pilot free trade zone.
Secondly, it is determined to strengthen institutional innovation and encourage enterprises to develop new businesses and new fields. It will accelerate the exploration of various innovative models. They include the cross-border financial asset transfer, supply chain finance, and copyright pledge of film and television cultural products. Furthermore, it will strive for the formation of more than two typical cases
The Yuzhong Peninsula
Thirdly, it aims to promote the implementation of projects and make good use of all kinds of system dividends. They include further reducing or canceling restrictions on foreign investment access in the pilot free trade zone. Moreover, it will strive for the introduction and nurturing of some projects in finance, culture, trade and other fields.
Fourthly, it will deepen government functions transformation and undertake the delegation of the municipal administration authority to lower-level governments.
Fifthly, it plans to carry out regular special training and policy interpretation in the pilot free trade zone. In this way, it can raise the awareness of policies and enhance the innovation awareness and capability of related personnel.
Jiangbei District strives for 900 new enterprise registration and focuses on promoting the coordinated development of the four groups.
As a key project of Jiangbei District, Jiangbeizui Financial Cluster will set up financial headquarters and factor markets. Meanwhiel, Jiangbei District aims to accelerate the construction of the Jiangbeizui Financial Core Area.
Guoyuan Port
Chongqing Guoyuan Port Logistics Cluster mainly relies on the multimodal transport integrated logistics hub function to optimize its port layout. Moreover, it aims to extend the opening of shipping ports of the Port of Chongqing to the Guoyuan Port.
Yufu Industrial Park High-end Industry Cluster relies on major platforms like manufacturing, logistics, and headquarters and new industrial towns. In the meantime, it will put a priority on the development of producer services.
Chongqing Bonded Port Area (CBPA) Bonded Trade Cluster mainly relies on the functions of bonded and trade diversification pilot. Besides, it will develop modern service industries such as “bonded +” exhibition trade, cross-border e-commerce, imported automobiles, and specialized markets.
First, it will continue implementing reform and innovation measures to ensure that the results and the process remain the same.
Second, it plans to strengthen the cultivation and introduction of market entities in the pilot free trade zone. Moreover, it will explore innovative mechanisms on the linkage between ports and bonded areas. Additionally, it schemes to strive for the introduction of a number of integration projects of “headquarters + trade + manufacturing”.
The landmark at Nan'an District
Third, it will strengthen the integration and interaction between Chongqing Economic &Technological Development Zone (CETZ) and China (Chongqing) Pilot Free Trade Zone. With advantages of open platforms and overlapping policies, it will strive for breakthroughs in commercial factoring and aircraft financial leasing.
Fourth, it will study and introduce policies to support the industrial agglomeration development in China (Chongqing) Pilot Free Trade Zone. In addition, it is determined to facilitate the registration of enterprises in the pilot free trade zone.
At first, Yubei District plans to explore the establishment of a customs clearance system. In the meantime, it will realize the full data collection of production and trade process. In this way, it can improve efficiency and ensure the safety of customs clearance.
Second, it schemes to promote the pilot reform of “the whole region adopting one report”. Furthermore, that means it is going to continue simplifying the project approval process for saving time.
Chongqing Jiangbei International Airport
Third, it plans to open wider the service industry and promote the development of service trade. It will actively build the Western Base for International Cultural Trade. Additionally, there will also be a medicine trading platform of the bonded area and international schools and hospitals.
Fourth, it will make full use of the strategic advantage of the integrated development of “China-Singapore Free Trade”. Additionally, it also plans to introduce aviation-related industries such as aircraft maintenance, aviation material trade, and aviation express.
It will thoroughly implement the Notice by the State Council Regarding Several Measures for Supporting Pilot Free Trade Zones in Deepening Reform and Innovation (the “Notice” for short). Meanwhile, it is going to accelerate the implementation of reform tasks and cases development and actively promote personalized exploration.
Jiulongpo District
In terms of enhancing the development momentum, it will strive for the creation of an APP with efficient and convenient functions. They include information release, investment attraction, administrative examination and approval, and enterprise services. It aims to improve the facilitation level, promote key industries’ development. Moreover, it will strive for the implementation of over 20 major projects and for over 3,600 new businesses throughout the year.
Furthermore, as for improving the business environment, Jiulongpo District will focus on opening up more areas and improving service efficiency.
It mainly schemes to carry out the “2119” infrastructure construction tasks. They include headquarters bases, trunk roads, land management of key plots, and supporting municipal roads.
The pilot experience of the “parallel processing mode of project construction procedures” has formed. On this basis, it is going to deepen the reform in the construction sector. In addition, it will also deepen the reform and innovation in administrative examination and approval services.
Beibei District
Moreover, Beibei District will also seize a new round of opening-up opportunities of the service industry. It plans to strengthen connectivity with China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI). It aims to develop China (Chongqing) Pilot Free Trade Zone into an exemplary development area of the modern service industry. It schemes to make every effort to attract investment and promote the cluster of headquarters. It also plans to improve the ecological chain of industrial development. Finally, it will form a system of featured industries with prominent advantages to complement each other’s functions with surrounding areas.
