First-imported Drugs and Biological Products Become Two "Privileges" for Chongqing Pilot Free Trade Zone

The news is from Chongqing Municipal Commission of Commerce. The State Council has issued the Notice by the State Council Regarding Several Measures for Supporting Pilot Free Trade Zones in Deepening Reform and Innovation (the “Notice” for short). Meanwhile, it proposed 53 innovative measures. Among them, Chongqing will have two “privileges”: First of all, establishing the port of drugs and biological products imported for the first time. Secondly, utilizing China Railway Express in carrying out normalized transport for the import and export of emails and express mails.

Building the Port for First-imported Drugs and Biological Products in Chongqing

The Notice supports Chongqing to build the port for “drugs and biological products imported for the first time”. Afterward, Chongqing becomes the fourth city to import drugs and biological products (vaccines, blood products, and diagnostic reagents). In addition, it is the first time for them to enter Chinese markets. Besides, the other three cities are Beijing, Shanghai, and Guangzhou.

“It is just a beginning, and we will maintain and operate the port well from various aspects.” Gu Yonghong is the Deputy Director of Pilot Free Trade Zone Office of Shapingba District. She also believes that the major transportation carriers of the port are China-Europe freight trains to Chongqing. Moreover, as for the specific types of imported drugs, the enterprises concerned will have further discussions and negotiation.

Chongqing Western Logistics Park will construct the port for first-imported drugs and biological products in the three aspects: First of all, learn from advanced experience and make innovation based on practical situations. Afterward, provide better supporting hardware infrastructures. At last, bring in more medical enterprises, and create the industry chain for imported drugs based on the regional medical environment.

The “privilege” for the railway mail service of Chongqing

The Organization for Cooperation of Railways held the Special Committee Meeting of Transportation Law in the Republic of Lithuania. Meanwhile, the government-level event passed the Agreement Concerning International Carriage of Goods by Rail of the new version. Among them, the parties concerned have deleted the prohibitions on transporting special postal articles.

With the advancing China-Europe Express (Chongqing), there are many China-Europe freight trains in China. Moreover, they have intensified the communication between regions in China and countries along the routes. Thus, the General Administration of Customs approved Chongqing to be a pilot city for transporting international mails through freight trains. Additionally, it is the only one of its kind in China.

Within a half year after the approval, 139 emails and 26 postal parcels have taken the China-Europe freight trains. They all departed from Chongqing Tuanjie Village Railway Central Station in Shapingba District. The shared destination is the mail processing center in Frankfurt, Germany. In the meantime, the deliveries are quite smooth there. It symbolizes the successful testing of the whole-course mail transporting through the China-Europe freight trains. Furthermore, it also marks a breakthrough in mail transporting through China-Europe international railway.
