On June 17, Tang Liangzhi, Mayor of Chongqing, presided over the 52nd Executive Conference of the Municipal Government, approving the Guiding Opinions on Accelerating the Empowerment of Industrial Internet Enterprises on the Transformation and Upgrade of Manufacturing Industry  (Guiding Opinions for short).

According to the conference, it was an important measure for Chongqing to conduct an industrial internet innovation and development strategy and promoting the innovative development of Big Data Intelligence.

The Guiding Opinions focuses on driving quality development of the manufacturing industry, highlights intelligent manufacturing and manufacturing intelligence. Meanwhile, it puts forward to build an industrial Internet ecosystem by taking the network as the base, the platform as the key, the industry as the support, security as the guarantee, and the application as the foundation. Moreover, it aims to cultivate three to five platforms with national competitiveness, establish more than 20 platforms featuring personalized customization, network collaboration, and service transformation, thus preliminarily building the development patterns where industrial Internet platforms can vitalize the manufacturing industry and form the industrial Internet platform ecology and supporting system by 2022.

At the conference, Mr.Tang emphasized the need to consolidate infrastructure, speed up building the top national node (Chongqing) of industrial Internet identification and analysis, accelerate the construction of 5G-related infrastructure and commercial applications, and develop industrial Internet network infrastructure with low delay, high reliability, and broad coverage.

The delegates of the conference stressed the need to further refine and perfect policies and measures and make industrial Internet platforms bigger and stronger by intensifying supports in R&D, investment, talent, finance and tax, financing, land use, and so on.

It’s also necessary to strengthen data security, establish a data-security management system for the whole industry chains of industrial Internet, define security and protection responsibility and reinforce supervision and inspection to guarantee the security of data.

The delegates studied the related work on solving the problem of the sewage discharges without permission, without treatment, and in a random way.

The delegates indicated that curbing illegal discharge of sewage should be the primary task in the striving to prevent and control pollution and safeguard the ecological conservation redline. The related departments ought to hold the tough stance and formulate and implement targeted measures to reduce the existing players and restrain the growth.

It required related departments concerned to fulfill the tasks. Specifically, governments of all the districts and counties should implement the non-delegable duties, and municipal departments need to perform the regulatory responsibility, thus making joint efforts to promote the tasks.

Additionally, it demanded to perfect the mechanism, improve the ability to find problems, address both symptoms and root causes of problems, and highlight the normality as well as long-term effects. Besides, the inspection and assessment need to be strengthened, and the result is thoroughly considered and utilized, thus promoting the constant improvement of the water-environment quality of the city and underpinning the eco-security shields on the upper reaches of the Yangtze River.

The conference also studied the work of investment promotion.

It required strengthening the planning and promotion of major projects, continuing to do well in statistics and assessment referring to attracting investments in each district and county. Some projects, more than the key ones and investment attracting, should be carried out competitively. The on-site practices, video broadcast, random inspection on online platforms, and other Internet-supported and intelligent ways should be combined to improve the efficiency of supervision and control, promote the construction of key projects and continuously expand productive investment.
