Chongqing to Accelerate the Construction of Inland International Logistics Hubs

Chongqing needs to fully integrate into the co-construction of the Belt and Road Initiative (BRI) and the development of the Yangtze River Economic Belt, vigorously promote the construction of corridors to foreign countries, strive to build support for inland international logistics hubs, and accelerate the cultivation of new advantages for inland opening-up.

Guoyuan Port, as the core port of China (Chongqing) Pilot Free Trade Zone, is accelerating to become a demonstration base for China-Singapore multimodal transport, and it has achieved the seamless connection between the water transport hub and the railway station through the inbound railway. On the broad wharf, the loading vehicles run in an orderly manner, and freighters loaded with containers are packed and ready. Soon, it will be a vital function expansion area of Guoyuan Port.

Corridors are preconditions of inland opening-up, while logistics are the artery of the modern economy. Building an international inland logistics hub is of great significance for the promotion of the concentration of resource elements, driving industrial transformation and upgrading, and promoting quality economic development. The city needs to intensify the inland opening-up, vigorously build corridors to foreign countries, and speed up the construction of support for inland international logistics hubs. Moreover, it must make efforts to play as a leader and an enabler in the opening-up of the western region, thereby expediting the formation of an opening-up pattern with links running eastward and westward, across land and overseas.

Chongqing must give full play to the strategic and supporting role of international logistics hubs in the construction of an exemplary inland city of opening-up, and allow the modern logistics to energize economic development. The top-level design should be enhanced to build an international inland logistics system supported by Chongqing International Logistics Hub Park, Chongqing Airport Aviation Logistics Park, Guoyuan Port Multimodal Transport Demonstration Base, and Nanpeng Highway Logistics Base. It needs to optimize the functional configuration, speed up the construction of railway, highway, essential ports, logistics parks, and industrial parks, promote rail-road-water-air multimodal transport, strengthen the function of international river-sea, rail-sea and land-sea multimodal transport, improve customs clearance efficiency at ports and reduce logistics costs.

Moreover, it is urgent to enlarge and strengthen market entities, cultivate and introduce leading logistics enterprises with international competitiveness, drive the development of small and medium-sized logistics enterprises, and build modern logistics industrial clusters. It’s essential to actively foster innovation in technology, business type, model of logistics, and develop smart logistics, green logistics, and multimodal transport logistics. What’s more, citywide departments at all levels should strengthen the organization and leadership, perfect systems and mechanisms, focus on creating large corridors, great hubs and macro-logistics, and implement great projects, items and policies for the sake of continually improving the level of the city’s opening-up and development.
