On July 23, 2019, Chongqing Marriage & Adoption Registration Administrator Center that the public-service comprehensive standardization pilot of Chongqing Foreign-related Marriage & Adoption Registration in the center has been successfully inspected by State Administration for Market Regulation. This marks the first national standardization pilot in the field of foreign-related marriage & adoption has been completed in the city.

Currently, face recognition system has been started in the registration hall of the center, and verification reports can be generated within 0.3 seconds through the accurate comparison between photos in the second-generation ID card and face-scanning result. This effectively prevents illegal registration and identity theft. 

Foreign-related registration materials can only be used abroad after notarization, so the center also coordinates Zhongxin Notary Public Office to set independent windows in the registration hall for processing notarization and commission authentication, providing one-stop service from registration, notarization to commission authentication.

In 2018, 380,000 foreigners temporarily visited Chongqing, and permanent foreigners in Chongqing reached 10,000.

At present, the online reservation system for Chongqing resident-foreigner marriage registration provided by the center formally works well. The marriage registration related to foreigners, Hong Kong, and Macao residents and overseas Chinese in the city can be directly reserved online. This is also the first national foreign-related online reservation system for foreign-related marriage registration with registration materials uploaded and censored online.

Two ways to enter reservation system:

Firstly, browse the official website of Chongqing Civil Affairs Bureau;

Secondly, input http://www.cqhunyin.org.cn/marriage in the browser;

Thirdly, input “Chongqing Marriage&Adoption Registration Administrator Center” in the browser.

Reservation Process:

1. Fill in the necessary personal information of both parties of marriage;

2. Upload entry permit of foreigners (visa page, a page with entry seal and head page)

3. Upload certificate of no spouse；

4. Verified by system message;

5. Officers will inform whether the reservation is successful by telephone. (Reservation information will be deleted after registration to protect personal privacy.)
