Chongqing has set a three-year goal to improve its business environment. Recently, Chongqing Municipal People’s Government released the Chongqing Business Environment Optimization and Improvement Working Plan on its website.
According to the Plan, Chongqing aims to rank among the top cities with best business environments in China by adopting 91 measures in three years.

To streamline procedures for enterprise establishment, the Plan pointed out that enterprise names should no longer be pre-approved except those involving pre-approval items or the condition that enterprise name approval and establishment registration were not conducted in the same office. Before the end of September 2019, the independent declaration of citywide enterprise names will be achieved.
To reduce the time of establishment, before late 2019, the business license, seal engraving, invoice application, and employee’s insurance registration can be completed within three workdays.
Meanwhile, data sharing will be strengthened among relevant departments, and applicants won’t be required to submit materials repeatedly, thus reducing the costs of preparing materials for enterprises.
It will be free to apply for the business license and invoice and register employees’ insurance for newly established enterprises.
Registration platforms of whole-process electronic registration, electronic tax bureau, and online social security handling will be accelerated to make enterprise establishment easier. The enterprise establishment can be handled together on the same platform and at the same window before the end of 2019.
The Internet electricity-related business handling channels will be promoted to continuously increase the proportion of customers’ online electricity-related business handling, and realize all-day handling of common customer businesses without a visit before late 2020, thus facilitating business handling.
According to the Plan, the price of electricity, water and gas should be further reduced. Moreover, it should be ensured that the further price reduction of 10% on average for general industrial and commercial electricity must be implemented among terminal customers. The progressive increase pricing policy for non-resident over-quota water should not be implemented among micro, small and medium enterprises, and foreign-invested enterprises without high pollution, high energy consumption, and overcapacity in the main urban area. Instead, these enterprises should pay 3.25 yuan/ton, the price of non-resident water supply.
Telecom business operators are required to publicize a detailed tariff so that users can choose freely. Before late 2019, the average broadband fee and the average mobile network fee for small and medium-sized enterprises will be reduced by 15% and more than 20% respectively.
Chongqing will increase the 4G network coverage in places with extensive network usage such as areas of rail transit, schools, and shopping malls, as well as in areas with weak coverage, and it will build another 5,000 wireless 4G base stations before the end of 2019. Meanwhile, it will promote 5G network coverage, realize large-scale 5G commercial application, and create 5,000 new 5G base stations.
Before late November 2019, mobile phone accounts can be canceled even outside the place of creation, and users, except those prohibited by national laws and regulations or relevant policies, can change operators without altering phone numbers.
Provident fund deposit
Chongqing will promote the integrated declaration of value-added tax (VAT), corporate income tax and property behavior tax in virtue of the electronic tax bureau, mobile apps, official WeChat account, and other mobile channels.
Chongqing Municipal Housing Provident Fund Administration Center will take the lead in accelerating the promotion of online handling of housing provident fund deposit and other measures for the convenience and benefit of the people, and it will provide online payment service for all depository units before late October of 2019.
According to the Plan, Chongqing will promote the data sharing of real estate, land, marriage registration, and population information, and make the tax-related business of real estate transactions be handled at one window before late 2019.
Additionally, to reduce total taxes and payment rates, Chongqing Finance Bureau will take the lead in levying the resource tax, urban maintenance and construction tax, real estate tax, urban land use tax, stamp tax (excluding securities trading stamp tax), farmland occupation tax, education surcharge and local education surcharge on small-scale VAT payers at the reduced rate of 50%.
Chongqing plans to build Yukuaiban into a citywide online platform, portal, and hub of social governance and public services, and continuously expand the access scope and service channels of government services.
The whole-process online handling of more than 90% of the municipal-level and more than 70% of the district/county-level government services requiring application will be realized. Meanwhile, an online pre-examination mechanism will be established, with the pre-examination results being timely released and the materials that need to be supplemented and corrected being informed in one time. Cross-departmental approval will be promoted for critical items such as enterprise establishment, approval of construction projects, and registration of real estate, to improve efficiency significantly.
Chongqing Development and Reform Commission is required to take the initiative in upgrading and improving the functions of Chongqing Municipal Public Credit Information Platform. Before late 2022, the Platform will be built into a comprehensive credit application hub and a “credit window” for citizens. It will also carry out comprehensive credit evaluations of enterprises and individuals, and promote the extensive application of evaluation results in credit commitments, market access, public services, and other fields.
Also, the “red and blacklists” of credit will be fully implemented in administrative management and public service items for acts of keeping and breaking promises before the end of 2019.
Chongqing Science and Technology Bureau will lead the construction of science and technology enterprise incubators and maker spaces, and establish a stable and sustainable support mechanism and performance evaluation mechanism. Before late 2019, there will be about ten national innovation and entrepreneurship incubation platforms.
At the same time, it will optimize the innovation and entrepreneurship ecology around universities, promote the nearby transformation of university scientific research results, formulate policies and measures in the aspects of carrier building, achievement incentive and financial support, and build a space system for innovation, entrepreneurship, and creation. Before late 2019, positive results will be achieved in the construction of the first six innovative ecosystems surrounding Chongqing University and Southwest University.
