At the 2019 China-Singapore Joint Council for Bilateral Cooperation Meeting on October 15, Chongqing Municipal Government and Singapore’s Infocomm Media Development Authority (IMDA) entered into a memorandum of understanding for the strategic partnership on the co-establishment of China-Singapore (Chongqing) Dedicated Channel on International Internet Data (IDC), according to Chongqing Big Data Application and Development Administration.

The MOU aims to serve the international communication network between western China and Southeast Asia pivoting on Chongqing and Singapore.

Both parties are set to push the construction and development of the IDC and build a major information transmission channel connecting the Belt and Road with the New International Land-Sea Trade Corridor (ILSTC), aiming to serve the international communication network between western China and Southeast Asia pivoting on Chongqing and Singapore.

According to the MOU, both parties will, based on the ILSTC, intensify their cooperation in four key sectors: financial services, aviation, trade logistics, and information communication. They will work to promote cross-border trade services and data flow, drive the growth of big data, transport logistics, digital content and other related industries and boost the innovative application of telemedicine, smart education, collaborative design, joint R&D, data processing, remote monitoring, etc.

The Singapore delegation visited the China-Singapore project.

Besides, both parties will, by virtue of platforms such as Smart China Expo, strengthen promoting the IDC via joint holding of forums and symposiums related to the IDC. They will make efforts to motivate countries and regions along the Belt and Road and the ILSTC as well as provinces in western China to join in the cooperation on the IDC to improve the international connectivity level and ability.

The IDC is China’s first point-to-point dedicated channel on international internet data targeting one country. China Mobile, China Unicom, and China Telecom will team up with Singtel and StarHub to develop and operate this Chongqing-Guangzhou-Hong Kong-Singapore data link. On September 11, China-Singapore (Chongqing) Dedicated Channel on International Internet Data was officially launched based on the joint efforts of the Ministry of Industry and Information Technology of China, the CPC Chongqing Municipal Committee, Chongqing Municipal Government, the Ministry of Trade & Industry of Singapore and the Ministry of Communications and Information of Singapore.
