On October 20, the kick-off meeting of the National Pilot Zone for Innovative Development of the Digital Economy was held at the 6th World Internet Conference Wuzhen Summit. At the meeting, the Implementation Plan for National Pilot Zones for Innovative Development of Digital Economy was released. Six provinces and cities, including Chongqing, Hebei Province (Xiong'an New Area), Zhejiang Province, Fujian Province, Guangdong Province, and Sichuan Province, were selected as the first batch of national pilot zones for innovative development of digital economy and were awarded licenses.

The kick-off meeting was jointly sponsored by the National Development and Reform Commission and Office of the Central Cyberspace Affairs Commission. According to the Plan, those six pilot zones should adhere to the new development concept and focus on promoting high-quality development and deepening supply-side structural reform. Moreover, by combining their respective advantages and structural transformation characteristics, bold explorations should be made in the factor circulation mechanism of the digital economy, new production relations and industrial agglomeration development mode, so as to fully release new driving forces and form a replicable pilot experience, thus building a model of innovative development for China’s digital economy.

“The digital economy has become the core force of the scientific and technological revolution and industrial transformation," said a representative of the Chongqing Development and Reform Commission. "Chongqing, as an important manufacturing city, has obvious channel advantages, rich application scenarios, and broad market space, thus offering a good foundation for the development of the digital economy.” By insisting on the big data intelligence innovation as a strategic choice to promote high-quality development, Chongqing would deeply implement the innovation-driven development strategic action plan led by big data intelligence and accelerate the digital industrialization and industrial digitization. This will promote the deep integration of the digital economy and real economy, and accelerate its construction of an “intelligent manufacturing city” and a “smart city.”

In the process of building an “intelligent manufacturing city,” Chongqing has been expanding its intelligent industry and accelerating the cultivation and development of new driving forces. There are more than 3,000 big data and intelligence-related enterprises. Chongqing will continue to expand its intelligent industrial clusters and foster new economic growth points by relying on industrial advantages. In terms of accelerating the transformation and upgrading of traditional industries, Chongqing will work to promote the intelligent modernization and green transformation of competitive industries such as automobiles and electronics by taking smart manufacturing as the main direction of traditional industries. At present, nearly 1,000 enterprises in Chongqing have completed the intelligent transformation, and 5,000 enterprises are planned to complete the smart transformation by 2022.

In the process of building a “smart city,” Chongqing has accelerated the opening of a new era of “smart life.” By exploring the value of big data for commercial, governmental and civil purposes, Chongqing is trying to accelerate the construction of public service facilities such as smart transportation, smart medical care, smart education, and smart tourism, in a bid to continually meet the needs of the people for a high-quality life. In the respect of improving innovation ecosystem, Chongqing continues to speed up building a supporting system for intelligent development, promote the construction of 5G infrastructure, application and promotion and industrial development, gather high-end innovation resources, cultivate and strengthen innovation subjects, accelerate the improvement of institutional mechanisms, and continuously enhance the development vitality of digital economy.
