Chongqing - Since this year, Bishan District has made a lot of explorations and attempts to create a high-quality business environment. Bishan District has insisted on deepening the reform to streamline administration, delegate powers, and improve regulation and services in order to boost enterprises’ confidence in development. From January to October 2019, Bishan District signed 53 projects’ contracts, started 310 new projects, and 122 projects are under discussion now, which involving five categories of new energy vehicles, intelligent manufacturing, electronic information, food & medicine, and headquarters economy. The total investment is 60.853 billion RMB, and foreign investment is 430 million RMB.

“Whistling and Reporting” Interactive Mechanism

Bishan District has set up an interactive mechanism of “once enterprises blow whistles, departments report to duties”. Enterprises can submit their requests and proposals through more than 10 different kinds of channels, such as logging on the official website/APP, calling the hotline “96006”, going to the enterprise service center. After that, relevant departments are supposed to collect information, study and determine how to solve those problems and make feedbacks in time. The whole “Whistling and Reporting” Interactive Mechanism forms a closed loop. Enterprises’ satisfaction evaluations will be incorporated into the comprehensive target evaluation content of departments in Bishan District.

“Home of Enterprises” Communication Platform

Bishan District has built a “Home of Enterprises” Communication Platform, providing a relaxing and transparent communication environment. Bishan District selected a more than 1,000 square meter courtyard located outside the government office building as a new front for government-enterprise communication and named it "Home of Enterprises". Differences between “Home of Enterprises” and other communication platforms are the environment and the way of communication. It is located in Xiuhu Park with a great view. The way of communication is rather special, such as "Tea drinking" while "Chatting", face-to-face discussion and etc.

Liaison Station for Overseas Talents in the UK

In order to optimize the structure of human resources and attract more foreign investment to settle down, Bishan District has established a “Liaison Station for Overseas Talents in the UK”. Since the liaison station was opened in January 2019, more than 10 overseas high-level talents have been organized to visit Bishan District. And they reached cooperation intentions of 2 overseas projects initially, such as Hehai Baibian Smart Home and the machine vision guided radio imaging system.
