On December 24, the Decision of the Standing Committee of Chongqing Municipal People’s Congress on the Administrative Management Affairs of Chongqing High-tech Industrial Development Zone was approved and released by the 14th Meeting of the Standing Committee of the Fifth Chongqing Municipal People’s Congress. It came into effect as of the date of promulgation. According to the Decision, the administration scope of Chongqing High-Tech Industrial Development Zone (Chongqing High-tech Zone) includes its Directly-Administered Park and Extended Park.

Specifically speaking, the Directly-administered Park covers the whole areas of Chongqing Xiyong Micro-electronics Industrial Park, Zengjia Town of Shapingba District, Xiyong Sub-district, Huxi Sub-district, and the other regions specified by Chongqing Municipal People’s Government based on law.

The scope of the Extended Park includes the Zone A and Zone B of Chongqing Jianqiao Industrial Park and the whole area of Tiaodeng Town in Dadukou District, Fenghuang Town and Qingmuguan Town in Shapingba District, and others specified by Chongqing Municipal People’s Government based on law.

According to Shang Kui, Deputy Secretary of Chongqing High-tech Zone Party Working Committee and Director of Chongqing High-tech Zone Management Committee, approved by the State Council, Chongqing High-tech Zone was established in March 1991, as one of the 27 national high-tech industrial development zones in the first batch in China. In 2016, it was approved to construct a pilot area for comprehensive reform innovation and involved in China (Chongqing) Pilot Free Trade Zone.

Currently, the institutional mechanism reform runs smoothly in Chongqing High-tech Zone. Since January 1, 2020, it will operate independently and comprehensively and conduct economic and social integration management on the Directly-administered Park. According to Shang Kui, this Decision marks that in the form of local laws and regulations, Chongqing High-tech Zone will be authorized to conduct public administration power and offer legal guarantees for the high-efficiency operation of Chongqing High-tech Zone.

In terms of the primary duties of the Management Committee of Chongqing High-tech Zone, Shang Kui said that according to the Decision, the committee should coordinate the reform development and institutional mechanism innovation, conduct overall planning of the industrial distribution, support the construction of key investment projects, and organize, develop and promote policy measures on industrial development. Besides, it specifies that the Chongqing High-tech Zone Management Committee should organize and formulate plans and projects in terms of the Zone’s national economy and social development. Furthermore, the administrative authority of the Management Committee on the Directly-administered Park and Extended Park is made clear in the decision. Integrated management will be conducted on the economy and society of directly-administered Park.
