Chongqing- The third session of the fifth Chongqing Municipal People’s Congress Chongqing began at the Chongqing Great Hall of the People in Southwest China’s Chongqing Municipality, January 11, 2020. Chongqing Mayor Tang Liangzhi delivered a government work report. He indicated ten main tasks, and one is to build Chongqing, a beautiful city with mountains and rivers for ecological development as 2020`s goal. 

The ten tasks included to build a city with beautiful mountains and clear water and explore new ways to prioritize ecological conservation and boost green development. Adhere to the principle of “championing environmental protection and eschewing large-scale development,” remember and practice the theory that “lucid waters and lush mountains are invaluable assets,” implement both the industrial ecologization and ecological industrialization, thoroughly implement the action plan for prioritizing ecological conservation and green development, and well balance the prosperous people and beautiful eco-environment.

Underpin the foundation of the important eco-security shield in the upper reaches of the Yangtze River. Organize the implementation of “three lines and one list” (ecological conservation red line, environmental quality bottom line, resource utilization upper limit (line), and environmental access negative list), do an excellent job in the follow-up work of the Three Gorges Reservoir, complete the three-year plan for national afforestation promotion action and implement the project of “green mountains on both sides of the river thousands of miles of forest belt.”

Deepen the national pilot project for ecological protection and restoration of mountains, rivers, forests, farmland, lakes, and grasslands, strengthen integrated control of geological disasters and complete the inspection of 1,100-square-kilometer soil erosion and karst rock desertification in 10 key districts and counties.

Furthermore, Chongqing aims to promote the demonstration of the green development of the Yangtze River Economic Belt in Guangyangdao area and construct the “Yangtze River scenery eye and Chongqing ecological island.”

Advocate for green and low-carbon production and lifestyle. Integrate “green +” into all aspects of economic and social development and vigorously develop the circular economy, green industries, and energy conservation and environmental protection industries, thus comprehensively promoting energy conservation and consumption reduction.

Implement the strictest water resources management system and the National Water Saving Action Plan. Guide citizens to practice green consumption, promote energy-saving and environment-friendly products, advocate green and low-carbon travel, and create green families, green schools, and green communities.

Improve institutions and mechanisms of ecological civilization. Establish a sound system for the overall territorial spatial planning and usage and improve the system for the property rights of natural resources. Establish and improve the big data platform for ecological, environmental supervision, and the support system for intelligent environmental protection services.

Clarify the system for the construction and management of urban and rural sewage pipe networks. Strengthen the responsibility system for ecological and environmental protection and deepen the reform of comprehensive administrative law enforcement for environmental protection.

Advance the reform of compensation for horizontal ecological protection in the river basin and explore ways featuring government leadership, social participation, and market-oriented operation for the realization of ecological value.
