Chongqing- Chengdu-Chongqing Economic Circle is a hot phrase in China, maybe among some potential investors worldwide since it became a national strategy on 3rd January 2020. What will Chongqing do to foster the vast region into an economic engine in western China? Chongqing Mayor Tang Liangzhi gave the answer in the 2020 Chongqing Municipal People’s Government Work Report,  at the Chongqing Great Hall of the People in Southwest China’s Chongqing Municipality, January 11, 2020. It indicates that the best investment opportunity in western China is in the city. Here is the government work plan says.

Promote the construction of Chengdu-Chongqing economic circle, and foster a growth engine for high-quality development in western China. Earnestly implement the strategy and deployment of the CPC Central Committee, promote coordinated regional development, deepen the cooperation between Sichuan and Chongqing, play the “Twin Cities,” build the economic circle and make new contributions to the overall development of the country.

Make a good start for promoting the construction of the Chengdu-Chongqing economic circle. Focus on the targets and positioning, respect the objective law, give play to comparative advantages, promote the development of the Chengdu-Chongqing area as a whole, promote the rational flow and efficient agglomeration of industries, population and all kinds of production factors, make the Chengdu-Chongqing area a nationwide influential center for economy and scientific & technological innovation, a new focus of reform and opening-up and a high-quality livable place. According to the principles and requirements, strengthen the top-level design and overall coordination, give prominence to the driving role of central cities, strengthen market-based allocation of production factors, firmly establish the concept of integrated development and realize unified planning, unified deployment, cooperation, and joint implementation. Pay attention to the strategic emphasis, enhance transportation infrastructure construction, catalyze modern industrial system building, improve the coordinative and innovative development capability, optimize land and space layout, strengthen ecological environment protection, further institutional innovation, intensify co-construction and sharing of public services and create new sources of driving force for high-quality development.

Facilitate the coordinated development of “one area and two clusters.” Perfect the territorial spatial planning, formulate implementation opinions on the coordinated development of “one area and two clusters,” and promote the coordinated development of all regions while giving full play to their strengths and characteristics. In terms of main metropolitan areas, enhance the comprehensive carrying capacity of central cities, improve the specialized service functions of major node cities, and build modern metropolitan areas with international influence and competitiveness. As for town clusters at the Three Gorges Reservoir in the northeast of Chongqing, highlight the characteristics of the “reservoir area” and “mountainous area,” pay more attention to the integration and coordination of ecological and economic factors, and build a pilot demonstration zone for ecological priority and green development at the Three Gorges Reservoir of the Yangtze River Economic Belt. In terms of town clusters of Wuling mountainous area in the southeast of Chongqing, highlight the features of “mountains and rivers” and “folk-custom,” promote the development of such industries as ecological healthcare and cultural tourism and construct a demonstration zone for integrated development of culture and tourism in Wuling mountainous area.
