Chongqing– Chongqing Mayor Tang Liangzhi delivered the 2020 Chongqing Municipal People’s Government Work Report at the Chongqing Great Hall of the People in Southwest China’s Chongqing Municipality, January 11, 2020. It indicates that the best investment opportunity in western China maybe there.  What will Chongqing do to promote the high-quality development of the manufacturing industry and accelerate the establishment of a modern industrial system,which are key elements in economy? Here are the governmental plans:

Give greater priority to the quality development of the manufacturing industry and speed up the establishment of a modern industrial system. Great efforts will be made to carry out the strategic action plan of innovation-driven development led by intelligent big data and the strategic action plan of integrated military and civilian development and accelerate the building of national pilot zone for innovation-driven development of the digital economy. Concentrated efforts should be made to build "a powerhouse of intelligent manufacturing" and "an important city of smart manufacturing."

Promote the upgrading of pillar industries. In terms of the auto industry, Chongqing will speed up transformation to realize medium-high end, electric, intelligent, and sharing development. Efforts will be made to support Chang'an Automobile and Beijing Hyundai in R&D investment, and prompt Changan Ford, Lincoln, SAIC Hongyan, and Great Wall Motors to move faster to produce medium and high-end intelligent networked auto, and propel the power battery project of BYD, seeking to build a national leading area of car networking. As for the motorbike industry, the priority will be given to the development of electric motorcycle scooter, medium and large displacement motorcycles, and high-end electric motorcycle project of Yadea. When it comes to consumer goods industry, efforts will be made to implement the strategy of increasing varieties, enhancing quality and shaping brands, foster competitive products represented by "10 ones", and grow the strength of healthy food, special light industry, premium clothing, and other advantageous industrial clusters. As for biomedicine industry, efforts will be made to build a whole industrial chain system covering the innovation and industrialization of new drugs, accelerate the clinical test and commercialization of innovative drugs; greater efforts will be made to develop medical equipment and TCM industry, build Chongqing International Biological City, and shape a national biomedicine industry cluster. In terms of material industry, significant efforts will be made to develop light mental material, composite material, synthetic chemical materials, and other new types of materials, and promote high-end manufacturing of Chinalco and other projects. When it comes to equipment industry, great efforts should be made to develop a high-end, intelligent set of equipment products, promote robot mass production and the upgrading of numerical control machine tool, and accelerate the projects of Cummins high horsepower engine, CSIC Haizhuang Wind Power, and ABB relocation and technical reform. As for the energy industry, greater efforts should be made to develop shale gas exploration and development, accelerate the growth of renewable energy and new energy, and intensify the building of energy guarantee systems. Greater efforts should be made to promote intelligent manufacturing, launch 1,250 intelligent transformation projects, and build 110 digital workshops and intelligent factories.

Grow the strength of the whole industrial chain of "chip, LCD panel, intelligent terminal, core parts, and IoT." When it comes to "chip," efforts should be made to release the production capacity of Alpha and Omega Semiconductor Limited(AOSL), SK Hynix and other enterprises, and speed up projects like CR Micropower semiconductor chips. As for the "LCD panel," efforts will be made to develop the 6th-generation flexible panel of BOE Technology Group Co., Ltd. and nurture UHDV products. In terms of "intelligent terminal," efforts will be made to promote the mass production of 0PP0, Vivo and other 5G mobile phone brands, and develop smart wear, smart speaker, smart home and other new products. As for "core parts," efforts will be made to enhance the development of automotive electronics, intelligent sensing, and other core parts. When it comes to "IoT," efforts will be made to foster ten industrial internet platforms, support the development of China Mobile Internet of Things Co., Ltd., 360humi.com, feiiplat.com, and other enterprises, accelerate the upgrading of the blockchain industry innovation base of "SMEs access cloud platforms," and promote the cluster of blockchain technology and “cloud, network, big data, cloud computing and application” element cluster for industrial innovation development. As for "cloud," efforts will be made to build Digital Chongqing Cloud Platform, relocate government information system to cloud, realize 75% integration rate of the municipal system, and build 300,000 servers in Liangjiang Cloud Computing Industrial Park. In terms of "network," efforts will be made to implement the action plan for 5G integration application, build an extra of 30,000 5G base stations, enhance the capacity of China-Singapore International Data Channel, and increase the number of provincial networked cities of internet backbone direct connection to 32. When it comes to "big data," efforts will be made to carry out the "three lists" system, basically build an urban big data resource center, and establish an integrated, standard management mechanism for the sharing of government data. As for "cloud computing," efforts will be made to build a core capacity platform of a smart hub, provide 200 modules with generic technology and business coordination capacity, and design an empowerment platform supported by AI computing, blockchain, and other technologies. In terms of "application," application pilots will be launched in government administration, public services, social governance, and other fields, and shape 30 typical intelligent application scenarios.

Promote the integrated development of advanced manufacturing and modern service industry. Following the trend of service-oriented manufacturing and manufacturing-oriented service industry, efforts will be made to promote the organic integration of R&D, design and manufacturing, the efficient integration of financial services and manufacturing, the close integration of modern logistics and manufacturing, the deep integration of production-based manufacturing and service-oriented manufacturing, and the innovative integration of platform economy and industrial development. In terms of financial industry, centering on the building of an inland international financial center based in west China and reaching to ASEAN, efforts will be made to enhance capital market, cross-border financing, startup investment, capital management, new-type financing, and other core functions, implement the five-year action plan for economic securitization, and enhance the global resource allocation capacity and regional spillover effects of financial system. When it comes to the logistics industry, centering on the building of an inland international logistics hub, efforts will be made to build a logistics operation system of "passage+hub+network+platform," and promote the integrated development of the supply chain, industrial chain and value chain of logistics. As far as software and technology service industry is concerned, centering on the building of a famous software city in China, efforts will be made to carry out "the project of nurturing 1,000 software enterprises", introduce creativity and design and other production-oriented service enterprises, and build Chongqing Software Park, Information Security Industry Demonstration Park, National Inspection and Testing High-tech Service Industry Cluster and other key parks. As for the service outsourcing industry, centering on the building of a national service outsourcing demonstration city, efforts will be made to nurture a host of featured service export bases, expand the fields of the service outsourcing industry, and move up to the upper end of the value chain. In terms of the business service industry, centering on the building of an international consumption center city, efforts will be made to implement ten projects, such as the building of global consumption cluster, upgrade CBDs, build smart business circles and international cruise home-port, foster "first-store economy," and develop night economy. When it comes to exhibition and conference industry, centering on the building of a famous inland international exhibition and conference city, efforts will be made to nurture and introduce international exhibition and conference brands, improve supporting functions of exhibition and conference, optimize production-oriented and life-oriented exhibition and conference services, and deliver quality, featured and professional expos. As for the big health industry, centering on the building of a leading city of health service in west China, efforts will be made to promote the integrated development of health care, elderly care, and sports. As for as cultural tourism industry is concerned, centering on the building of a famous international cultural tourism destination, efforts will be made to shape tourism brands of big city, big Three Gorges, and big Wuling, promote the building of a national all-for-one tourism demonstration zone, and make full use of 144-hour transit visa waiver policy, in a way to enable tourists to travel extensively in Chongqing.
