Chongqing- The 3rd session of the 5th Chongqing Municipal People’s Congress Chongqing began at the Chongqing Great Hall of the People in Southwest China’s Chongqing Municipality, January 11, 2020. Demonstrated from Chongqing Mayor Tang Liangzhi`s government work report, Chongqing is striving to build a more comprehensive transportation network and to enhance its international aviation hub networks which will bring more potential for those who are interested in doing business with Chongqing.  Here are the details from the government work plan 2020.

Constant efforts will be made to promote the upgrading of the city and strive to make the city for better lives. We will respect urban development laws. We will coordinate three structures of space, scale, and industry to plan urban work from a more holistic perspective. We will coordinate three links of planning, construction, and management to plan urban work in a more systematic manner. We will coordinate three drivers of reform, technology, and culture to make urban development more sustainable. We will coordinate three layouts of production, life, and ecology to make the city more livable whilst advancing urban development. We will coordinate three subjects of government, society and citizens to galvanize motivation towards urban development. The implementation of the urban improvement action plan will be deepened. The construction of an international, green, intelligent and people-centered modern metropolis will be accelerated.

More efforts will be made to advance infrastructure connectivity as we seek to build a comprehensive transportation hub. We will endeavor to shape an urban development landscape in which rail transit will be harnessed as a leading driver. We will integrate high-speed railways, intercity railways, and urban rail transit to complete modern comprehensive multidimensional transportation network. The focus will be on establishing "five networks".

First, we will work to establish a Union-Jack-shaped high-speed railway network. In accordance with the goal of "starting construction of all high-speed railway projects planned within five years and opening them to traffic within ten years", We will deepen the implementation of the five-year action plan for high-speed railway construction. We will speed up the construction of Zhengzhou-Chongqing High-speed Railway, Chongqing-Kunming High-speed Railway and Chongqing-Hunan High-speed Railway (Chongqing’s main city-Qianjiang section). Construction of Qianjiang hub of Chongqing-Hunan Railway and match-up with rail transit of Jishou East Station will start at the same time. The planning and construction of the Chongqing-Hunan Railway (Qianjiang-Jishou section) will be advanced. Construction of Yuzhong railway, Chongqing–Wanzhou intercity railway and Chongqing-Xi'an High-speed Railway will start. Preliminary work for high-speed railways like Chongqing-Wuhan High-speed Railway, Chongqing-Guizhou High-speed Railway, and Lanzhou-Chongqing High-speed Railway will commence. Construction of comprehensive transportation hubs like Chongqing East Railway Station and Chongqing Railway Station will be coordinated. Projects of railways running at a regular speed like the reconstruction of the Chengdu-Chongqing Railway (Chongqing’s main city-Jiangjin section) and East Ring Road will speed up. 

Second, we will work to establish an urban rail transit network. "850+" urban rail transit networking plan will be put in place at a faster pace. Constant efforts will be made to advance Project Phase II and Phase III and start Project Phase IV. Construction of the Bishan-Tongliang Railway will be accelerated. Projects like the branch line of Metro Line 6 will be completed. The overall promotion plan for rail transit and ground public transport will be implemented. Planning and construction of the urban rail express in the main urban area will be promoted. Intercity railways will be replaced by public buses. Bus cards of cities nationwide will become valid in buses running within Chongqing’s main city at a faster pace.

Third, we will work to establish an international aviation hub network. Construction of Chongqing International Jiangbei Airport's T3B terminal and the fourth runway will start. The second hub airport will be included in the national 14th Five-Year Plan. The Chongqing Xiannvshan Airport will be basically completed. 

Fourth, we will work to establish an expressway network. The expressway network plan of "three-ring roads and 18 expressways" will be implemented. 224-kilometer projects such as an expansion of Chongqing-Wuhan expressway will start. 243-kilometer projects such as an expansion of Chongqing-Changshou expressway, Yongchuan-Quzhou expressway will be completed. The number of provincial-level exit channels will be increased to 25.

Fifth, we will work to establish an urban road network. Action plan for alleviating congestion will be implemented. The construction of cross-river bridges such as Zengjiayan Bridge and Hongyancun Bridge and mountain tunnels such as Jinfeng and Tuzhu will speed up. Efforts will be made to commence the construction of the city-bound passage of Chongqing-Chengdu Expressway and Liangjiang New Area-Changshou expressway. A comprehensive clean-up of expressways of inner ring roads will be carried out. The preliminary work of expressways from Chongqing's main urban area to Fuling, Yongchuan, and Hechuan will be advanced. Urban main road and branch road networks will be improved, "inaccessible roads" will be rebuilt, smooth "micro-circulation" will be ensured and smart transportation will be developed. In this way, urban traffic congestion will be relieved. In the meanwhile, we will accelerate the construction of communication networks, water conservancy networks, and energy networks, improve new infrastructures such as artificial intelligence, smart radio and television, and build a "gigabit city". We will optimize the function of the Yangtze River golden waterway, implement the three-year action plan for water source project construction, comprehensively promote the allocation of water resources in western Chongqing and start the construction of large, medium and small reservoirs such as Yunyang and Xiangyang. We will push ahead with the integrated development of the Sichuan-Chongqing power grid and the power market, carry out the preliminary work of "transmitting power from Xinjiang to Chongqing", and start the construction of natural gas pipeline network in western Chongqing. Highlighting the mountain and water characteristics of the city will be the focus of our work on promoting the organic renewal of Chongqing. We will take "Two Rivers and Four Riversides" as the main axis, advance institutional innovation, optimize spatial layout, improve functional support, and highlight the unique charm of Chongqing as a mountain and water city. We will strengthen the protection and improvement of the "Four Mountains", continue to clean up illegal construction and consolidate the clean-up achievements of Jinyun Mountain. We will promote the construction of South Mountain Park, implement slope greening and landscaping projects, and build urban mountain trails, urban mountain parks, urban mountain night scenes, and other urban mountain brands. We will accelerate the governance improvement of the "two rivers and four riversides", start key overall improvement projects in the core area and create ten major public spaces. We will implement a 60-kilometer through project and "clear water and green riverside" project, upgrade Liangjiang tour in an all-round manner, and build Mountain City brands like Mountain City Bridge Capital, Mountain City Peninsula, and Jiangcheng Bay Area. "Block-based rules" will be adopted to develop open, transparent, well-equipped, people-oriented and vibrant blocks, improve the quality of urban space, and shape beautiful life scenarios. We will improve urban cultural functions, implement the protection and upgrading of traditional blocks, promote the relocation of Chongqing Planning Exhibition Gallery, plan and build the Yangtze River Culture and Arts Bay Area, and start the planning and construction of series cultural and art venues. Transformation of old urban communities and shantytowns will be rebuilt, community infrastructure and public service facilities will be improved, building quality will be optimized, and citizens' living conditions and the environment will be improved.

Elaborate, management and mass-based management will be used as a starting point to improve the management level. Systematic urban management will be achieved, and legalized, standardized, regulated and intelligent management will be implemented. A new type of smart city operation and management center will be constructed, full coverage of digital urban management will be achieved, the smart chain will be extended, and application scenarios will be expanded. "Roadside office work" will be deepened, and the practice that units, shops or residents are in charge of hygiene, greening, and order in front of their buildings, and the practice of street supervisor, road supervisor, lane supervisor, building (yard) supervisor, and shop supervisor will be implemented. We will strengthen urban operation safety guarantee, implement safety hazard defusion and management in key areas like fire protection in high-rise buildings, road transportation, and underground pipelines, improve rescue capabilities for various disaster accidents, and form an all-weather, systematic and modern urban operation safety guarantee system. Constant efforts will be made to implement seven major projects on comprehensive urban management, promote the classification of domestic waste across the board, carry out special clean-up of shop signing, building facades, water supply safety, and other aspects, and strive to create a good environment that is suitable for business, livable, full of fun and touristy.
