On January 12, Chen Min’er, Secretary of CPC Chongqing Municipal Committee, participated in the discussion of the first joint group, conducted in-depth exchanges with the members and listened to the attendees’ opinions and suggestions at the 3rd Session of the 5th Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC).

A total of 15 members of the CPPCC Chongqing Municipal Committee scrambled to make speeches centering on playing the supporting role in advancing the Western Development Strategy in the new era and focusing on the construction of Chengdu-Chongqing economic circle.

Organizations and members of the CPPCC Chongqing Municipal Committee gained the recognition from Chen Min’er for their work in the past year, and Chen thanked them for their contributions to the economic and social development of Chongqing. Chen pointed out that promoting the construction of the Chengdu-Chongqing economic circle is a significant deployment made by the CPC Central Committee with Comrade Xi Jinping at its core. Accelerating the construction of the Chengdu-Chongqing economic circle is a significant action to promote the formation of a new pattern of the Western Development Strategy in the new era, jointly build the “Belt and Road” and deepen and solidify the development of the Yangtze River Economic Belt. It’s also an important measure to promote the formation of a regional economic layout with complementary advantages and high-quality development and an excellent opportunity for Chongqing’s reform and opening-up and high-quality development. The whole city should seize the strategic opportunity, play the “Twin Cities,” build the “economic circle,” and speed up fostering a growth pole for high-quality development in western China, thus making new contributions to the overall development of the country. The city should respect objective laws, give full play to comparative advantages, strengthen the leading role of the central city, and promote rational flow and efficient agglomeration of industries, population, and various production factors.

Chen stressed that Chongqing should accurately grasp the strategic point to promote the construction of the Chengdu-Chongqing economic circle and focus on creating new sources of the driving force for high-quality development. The city needs to encourage each region to give full play to its strengths, highlight its characteristics, and promote coordinated development. It should strengthen infrastructure construction with a focus on transportation, build a modern integrated transportation system that expedites, fast and efficient, and encourage connectivity at a deeper level; it needs to accelerate the construction of a modern industrial system, further highlight high-quality development of the manufacturing industry and build industrial clusters with international influence; it is required to strengthen the capacity of collaborative innovation and development, upgrade innovation platforms, expand innovation subjects, optimize innovation ecology and gather innovation talent; it should optimize the territory layout, advance the coordination of spaces of ecology, production, and living, and facilitate the integration of industries, the city, and landscapes; Chongqing needs to strengthen ecological and environmental protection, deepen joint prevention and control and underpin the foundation of the important eco-security shields; it’s required to promote institutional innovation, enhance the coordinated and efficient reform system integration and create a market-oriented and law-based international business environment; it also needs to work harder to jointly build and share public services and strengthen cooperation in education, health care, employment, and social security, so that the people could have a greater sense of gain. Moreover, departments at all levels of the city should enhance the sense of responsibility and mission, and make a good start for promoting the construction of Chengdu-Chongqing economic circle.
