On April 1, Department of Ecology and Environment of Sichuan Province and Chongqing Ecology and Environment Bureau jointly held the first session of Joint Conference on Promoting the Ecological Environmental Protection During the Construction of Chengdu-Chongqing Economic Circle in the form of online video to discuss how to deepen cooperation and promote the ecological co-construction and environmental co-management of Chengdu-Chongqing economic circle.

During this session, both parties reached a consensus on the working plan, working mechanism, key tasks in 2020, and joint endeavor to win national support. They signed relevant documents of cooperation mechanisms such as Agreement on Strengthening Joint Prevention and Control of Air Pollution in Sichuan and Chongqing and Joint Law Enforcement Mechanism.

Since the implementation of Action Plan of Chongqing Municipal People’s Government and Sichuan Provincial People’s Government Deepening the Cooperation Between Sichuan and Chongqing to Further Promote the Development of the Yangtze River Economic Belt (2018-2022) in 2018, relevant departments of both parties have made concerted efforts to enhance the joint prevention and control of ecological, environmental protection, and established eight mechanisms in terms of joint prevention and control of water pollution, joint prevention and control of air pollution, cross-province transfer of hazardous wastes, environmental law enforcement, emergency response, etc., effectively promoting the improvement of ecological environment quality in Chengdu-Chongqing Region.
As for Chongqing, last year, the water quality of the Chongqing section of the mainstream of the Yangtze River was generally excellent. The proportion of excellent and good water quality of the 42 sections included in the evaluation was 97.6%, increasing by 7.1 percent year-on-year; the number of days with excellent and good air quality reached 316, and the average concentration of PM2.5 dropped by 5% year-on-year, hazardous wastes were promptly and safely disposed of. The environmental quality of soil, sound, and radiation generally remained stable.
The relevant person in charge of the Chongqing Ecology and Environment Bureau said that Chongqing would continue to strengthen collaboration with Sichuan in four elements on the basis of implementing original cooperation agreements.
Firstly, promote ecological co-construction. Both parties will advance the construction of ecological corridors along the Yangtze River, Jialing River, and Wujiang River, etc., and plan a batch of ecosystem restoration projects for mountains, waters, forests, farmlands, lakes, and grasses. They will also promote the demonstration construction of green development of the Yangtze River Economic Belt in the area of Guangyang Island, strengthen comprehensive control of soil erosion in the Three Gorges Reservoir Region, as well as establish and improve the ecological compensation mechanism for the Yangtze River Basin.
Secondly, strengthen pollution co-governance. Both parties will establish a joint prevention and control mechanism for hazardous wastes from provinces and cities in the upper reaches of the Yangtze River Economic Belt, carry out joint cross-province law enforcement on the ecological environment, and implement the mechanism for collaborative disposal of cross-boundary environmental emergencies.
Thirdly, facilitate mechanism discussion. Both parties will accelerate the establishment and improvement of the special working mechanism for ecological environment protection in the Chengdu-Chongqing Region, and establish an exchange and cooperation mechanism for the supervision of ecological environment protection.
Fourthly, enhance environment co-management. Both parties will coordinate the preparation of special plans such as Plans for the Protection and Utilization of Land Space and Natural Resources in the Chengdu-Chongqing Region, strengthen the coordination of ecological environment policies, and realize the goal of one negative list for two regions.
