Big Data Helps Chongqing to Fight Against COVID-19

On February 22, when the epidemic prevention and control entering the most critical stage, the Chongqing Economic and Information Technology Commission held a video conference on promoting big data and industrial internet applications among enterprises for work/production resumption. Subsequently, information technologies, including big data and the Internet of Things (IoT), were widely used among industrial enterprises in Chongqing that resumed work and production.

Giving full play to the role of information technologies such as big data, artificial intelligence (AI) and IoT, as well as the online services and management derived from there, is not only an emergency measure to prevent and control the epidemic, but also an inevitable course to power the digital transformation of enterprises in Chongqing.

Industrial Internet helps enterprises to fight the epidemic in a digital way

In mid-to-late February, the Chongqing Economic and Information Technology Commission organized 19 industrial Internet platform enterprises, such as Kingdee and Yonyou, to provide 74 application services free of charge. With such efforts, different enterprises can use corresponding industrial Internet to realize work resumption, to fight against the epidemic with digital technologies, and to use cloud platforms.

Over one thousand of enterprises such as Fuling Mustard Tuber have become users of the Kingdee Cloud Star industrial Internet platform launched by Kingdee Software Chongqing Company. Through this platform, enterprise managers can remotely and timely control procurement, materials, logistics, production, and other links.

“The services provided by the industrial Internet platform will effectively help work/production resumption under the prevention and control of the epidemic.” Li Guangrui, an intelligent manufacturing expert of Yonyou Network Technology Co., Ltd. said, on the Yonyou Cloud Industrial Internet Platform, intelligent equipment producers can clearly see the operating status of their equipment in any area, including startup, production capacity, data transmission, and equipment status.

“This epidemic will profoundly change the development mode of the manufacturing industry; more enterprises will use intelligent manufacturing and accept industrial Internet; 5G technology application will continue to deepen.” The director of the Chongqing Economic and Information Technology Commission Chen Jinshan said that next, the Commission would accelerate the popularization and application of intelligent manufacturing, industrial Internet, and 5G while realizing remote online office, networked collaborative production, equipment remote management and operation, and maintenance. As a result, more enterprises can achieve cost reduction, quality improvement, and efficiency increase, change their management and production modes and business format, and perfect emergency response to epidemic prevention and control.

Big data provides a guarantee for enterprises’ epidemic prevention and work resumption

Making better use of big data, IoT, and other information technologies enable enterprises to prevent and control epidemic while resuming work and production in an orderly manner, which is one of the highlights in Chongqing’s fight against the epidemic.

Where have employees been during the Spring Festival? Is there any risk of infection? It is not only inefficient but also inaccurate to conduct statistical investigations by traditional means such as letters and telephone calls.

Thus, the Chongqing High-tech Industrial Development Zone has established a big data management platform, which enables nearly 1,000 enterprises and over 40,000 employees in the area to fill in and submit their information online via mobile phones, to effectively and accurately grasp their dynamic tracks.

“Not only can enterprises timely submit applications for work resumption, but also can employees update the information to let enterprises know their activity tracks through the platform, thus improving the efficiency of application for work resumption and ensuring the epidemic prevention and control,” said Yi Kang, head of Chongqing branch of JSP Plastics Co., Ltd., located in the Chongqing Hi-tech Zone.

To make the declaration of work and production resumption more efficient, Jiangbei District also uses big data technology. Jiangbei District Big Data Application and Development Administration and China Mobile Chongqing jointly developed the Epidemic Prevention and Work Resumption Declaration Service Platform, aiming to help enterprises resume work. Users can fill in the form online, and the platform can intelligently collect the necessary information, health status, and other information of resumption workers and automatically check their 14-day tracks. After a comprehensive analysis, the platform will provide relevant departments with suggestions on whether or not the enterprises can resume work.

In particular, on February 19, Yukang Code was officially launched as a pass for the travel of healthy citizens and return of healthy employees, further ensuring the orderly work/production resumption. Additionally, several big data platforms, including the city’s collaborative office cloud platform and epidemic screening information system, have been built and put into operation in succession, all of which provide a guarantee for the city’s fight against the epidemic.

Online handling of government affairs to ensure effective epidemic prevention

During the epidemic prevention and control period, the remote working model facilitated the online administration of a large number of government affairs while the Yukuaiban-based online government affairs services played an important role.

“Up to now, Yukuaiban has received 1.79 million inquiries from enterprises and the public, and the proportion of online service items has exceeded 95%.” Feng Jun, director of the Chongqing Municipal E-government Affairs Center, said that at present, there are more than 11 million registered users and more than 72 million online applications.

In consideration of the epidemic prevention and control, Chongqing has given full play to the role of Yukuaiban, and timely released various policies and measures for assisting enterprises issued by the country and the city. Chongqing has guided the enterprises and the public to conduct online consultation, appointment, and handling through Yukuaiban online service hall, as well as online service channels such as mobile terminals, Alipay, and WeChat mini-programs. In particular, it has launched Handling-via-Mailing, Handling-via-Appointment, and other service methods, which have realized contact-free and efficient handling and effectively prevented crowds from gathering.

At present, Yukuaiban has connected with more than 60 municipal departments and over 3,600 government data resources of the city, realizing the Handling-via-One-Website and unifying the platform handling and standard service. Next, Yukuaiban will also promote the integration service of Handling-via-One-Website on computers, service centers, mobiles, and self-service machines to improve the coverage and accuracy of online services continuously.
