China-Singapore Data Channel Available to Sichuan Enterprises

The China-Singapore (Chongqing) Dedicated Channel on International Internet Data has yielded tremendous results since its opening over half a year ago. On April 16, the Chongqing Big Data Application and Development Administration and Singapore Infocomm Media Development Authority convoked the first plenary meeting of the China-Singapore Data Channel Working Group of this year via videoconferencing.

Since its launch in September 2019, the China-Singapore Data Channel, as China’s first dedicated “point-to-point” data channel for a single country, has provided a communication guarantee for business cooperation between enterprises of the two countries. Currently, with the channel as the carrier, the two sides have teamed up in financial services, aviation industry, trade logistics, and information communication, thereby furthering cross-border trade services and data flow, and driving the development of related sectors such as big data and transport logistics.

“After the completion, the China-Singapore Data Channel has reduced the transmission delay to about 50-70 milliseconds through route optimization, with a packet loss rate of less than 0.5%. It has realized end-to-end transmission and improved data security.” At the meeting, Yin Yuan, Deputy General Manager of China Telecom Corporation Limited Chongqing Branch, said that after the completion, the China-Singapore Data Channel has provided high-quality cross-border communication services for enterprises of both sides, and offered vital support to the two sides to build an international information and communication platform.

According to the plan, given this year’s application and promotion of China-Singapore Data Channel, Chongqing and Singapore will jointly prepare the China-Singapore International Data Channel User Forum, pooling companies in western China, Singapore companies and Southeast Asian companies in China, and Chinese-funded companies in Singapore. The two sides have specially studied the cooperation matters considering policy innovation in incorporating Sichuan into the China-Singapore Data Channel. Taking the opportunity of the construction of the Chengdu-Chongqing economic circle, the two will propel the establishment of a co-building and sharing system of the China-Singapore Data Channel with 12 provinces, autonomous regions and municipalities in western China, as well as Hainan and Guangzhou, thus turning the channel into an “information highway” for international trade.

At the meeting, the two sides also exchanged views on developing and applying the China-Singapore Data Channel, boosting cross-border trade services and data flow, enhancing telecommunications, data protection, and information communication services, and deepening supervision and coordination of cross-border data flow.
