The Measures contains six moves in such key agricultural fields as featured industries, agricultural product processing, and science and technology services. It proposes to tap the value-added potential of the whole industrial chain deeply and vigorously foster new growth points for farmers’ household income. This year, Chongqing will speed up the recovery of pig production capacity, with a planned increase of two million pigs.
There are four moves in the Measures to stabilize and increase the number of jobs for farmers. They aim to ensure a steady increase in farmers’ income while effectively eliminating the impact of the epidemic. The city is going to genuinely advance 72 three-year significant projects of the Rural Revitalization Strategy Action Plan and fully implement the ten major rural revitalization projects. With the focus on the participation of local farmers, 50,000 new jobs will be created this year.
Besides, the city is slated to guide 20,000 returned migrant workers to start a business, cultivate 20,000 farmers to develop featured industries, and improve the quality of more than 20,000 rural recreational tourism business entities.
A total of 7,300 villages will generate operating income, and about 400 thousand farmers will hold shares.
The city will also innovate new policies to replace subsidies with rewards and complete policy-guided agricultural insurance.
Moreover, the city plans to provide point-to-point assistance for registered poverty-stricken households, implement industrial projects to increase the income of every household, and improve the interest connection mechanism.
