On April 26, the Chongqing Municipal People’s Government and China Electronics Corporation (CEC) entered into a strategic cooperation agreement. The two sides agreed to underscore the two major orientations of the digital economy and modern digital city construction. In-depth cooperation will come to fruition in the construction of southwest information technology application innovation industrial demonstration center, software industrial parks, southwest R&D center of a modern digital city, and data centers, in a bid to boost the development of Chongqing’s electronic information industry.

CEC, as a Fortune Global 500 enterprise and a bellwether in the domestic electronic information industry, mainly provides electronic information technology products and services. Its business range involves network security, basic software, and other electronic information industry categories.

“The cooperation between CEC and Chongqing concerns scores of industries.” Chen Ximing, Deputy General Manager of CEC, said that as specified in the Agreement, CEC will launch a batch of key investment and construction projects in Chongqing. The priority will be given to the construction of China Electronics (Chongqing) Software Industrial Park in Chongqing High-Tech Industrial Development Zone with an investment of billions of yuan.

Second, the IT application innovation project will be carried out in Chongqing High-tech Zone to foster the southwest IT application innovation industrial demonstration center. In the next three to five years, it is slated to grow into an industrial service platform integrating the functions of technological research, innovation incubation, and adaptation certification.

Third, efforts will be made to build a modern digital city. By integrating the existing software business foundation in Chongqing, CEC is going to build the southwest R&D center in Chongqing High-tech Zone, carry out R&D of the modern digital city product line, and other related product lines, and introduce and cultivate upstream and downstream enterprises. Especially, attempts will be made to build an industrial internet platform in an effort to provide industrial diagnosis and transformation services, industrial internet, and intelligent plant solutions for local enterprises engaged in automobiles, electronic equipment, etc. In addition, CEC will take part in city data governance and operation, and build a health care digital technology service platform in Chongqing.

Moreover, CEC will build a data center in Liangjiang New Area, carry out the construction and operation of the data center, and provide an independent and secure primary supporting environment to meet the security and sustainability needs of Chongqing’s software industry.

“The Agreement reached with CEC will add an incremental boost to the high-quality development of Chongqing’s electronic information industry,” said Fu Xiao, Director of the Software and Information Services Department of the Chongqing Economic and Information Technology Commission.

Fu Xiao said that by accelerating the concentrated development of the software industry, Chongqing is currently wedded to growing into a city renowned for the software industry in China. Next, Chongqing will carry out investment attraction pivoting on the top 100 enterprises of the electronic information industry at home and abroad. By enhancing software R&D and application capabilities, building software industrial parks, establishing key software enterprise cultivation libraries, and strengthening software talent training, Chongqing will accelerate the development of the software industry and strive to achieve 200 billion yuan in software business revenue this year and reach 300 billion yuan by 2022.
