Focuses of Transport Service Integration in Chengdu-Chongqing Economic Circle

At a conference on promoting integrated development of transport services in the Chengdu-Chongqing economic circle  on April 24, the Department of Transportation of Sichuan Province and Chongqing Municipal Transportation Bureau expressed the same view that “the construction of Chengdu-Chongqing economic circle should give full play to the leading role of transport.” The two sides signed the Memorandum of Cooperation on Integrated Development of Transport Services in Chengdu-Chongqing Economic Circle at the conference. The major contents of the Memorandum contain seven keywords as follows.

Overall planning and policy coordination

Planning and coordination from both sides are necessary for the integrated development of transport services.

Under the Memorandum, the two sides are going to strengthen the planning and coordination in transport services in Chengdu and Chongqing. Based on the strategic plan to build China’s strength in transport and the integrated transport development needs of the 14th Five-year Plan, they will strive to incorporate major policies, projects and measures of integrated development of transport services into the outline of national plans and special transport plans of Chengdu-Chongqing economic circle and ensure their implementation and coordination in the formulation of the 14th Five-year Plan of Chongqing and Sichuan.

Integrated passenger transport modes

With the integrated development of transport services in the Chengdu-Chongqing economic circle, it is expected to be more convenient to travel for residents in Chengdu and Chongqing in the future.

The two sides intend to advance road-rail or road-air multimodal transport and integrated passenger transport. More specifically, they plan to develop passenger transport routes connecting Chengdu and Chongqing with such airline hubs as Chengdu Shuangliu International Airport, Chengdu Tianfu International Airport, and Chongqing Jiangbei International Airport. Besides, they will improve the function of urban terminals, especially those in Sichuan’s Luzhou, Suining, Yibin, Dazhou, and Guang’an and realize the baggage check through service and mutual recognition on security check.

With the aim for integrated intercity passenger transport development, the two sides will advance the urban integration of Chengdu and Chongqing, speed up the integration of Chengdu, Deyang, Meishan, Ziyang, and the main urban area and western region of Chongqing, and build one-hour commuting circles among neighboring regions to facilitate their integrated development.

The Chengdu Plain Economic Zone and the main urban area and other districts/counties of Chongqing will allow the use of all-in-one public transport cards with mutual recognition and jointly develop passenger services such as reservation and customization.

Integrated urban and rural passenger transport

With Sichuan’s “Jintong Engineering”  for rural passenger transport and Chongqing’s “Jinfo Express Bus” as carriers, trans-provincial intercity buses will run between neighboring counties (cities/districts) of Sichuan and Chongqing. A total of 13 routes will open recently and 40 in the future with a view to gradually realizing integrated urban and rural passenger transport and improve the level of equal access to public services.

Construction of urban freight hubs and rural logistics

Freight is an important indicator of economic development. Therefore, the transport departments of both Sichuan and Chongqing will actively promote the transformation and upgrading of road freight transport in the future, improve freight facilities in hub cities, and strengthen the development of rural logistics.

Relevant departments will also promote the road freight on online platforms, actively develop business entities, facilitate transport structure adjustment, and encourage bulk transport mode transformation from the road to rail and water.

Furthermore, these departments are going to give play to the main role of the logistics market, put more effort into rural logistics, focus on strengthening the construction of rural terminal distribution facilities and improve the logistics system at the county, township, and village levels.

Co-construction of a shipping center in the upper reaches of Yangtze River

The two sides will give full play to the role of the Yangtze River as a golden waterway for water transport, and jointly build a shipping center in the upper reaches of the Yangtze River.

Attempts will be made to accelerate the renovation projects of the sections from Yibin to Chongqing and from Chaotianmen to Fuling on the Yangtze River, strive for the launch of the construction of a new water transport channel for the Three Gorges, and cooperatively develop a standard ship type for the Three Gorges ship lift suitable for the upper waterway of the Yangtze River.

Furthermore, they will collaboratively propel the construction of such high-grade waterways as Jialing River, Qujiang River, Fujiang River, Jinsha River, and Tuojiang River, and develop a transport route combining stems and branches.

Moreover, they will team up to build a port cluster on the upper reaches of the Yangtze River. The emphasis will be laid on accelerating the construction of hub ports and specialized port clusters. Concerted efforts will also be made to grow Guoyuan Port in the downtown of Chongqing Luohuang Port in Jiangjin, Longtou Port in Fuling, and Xintian Port in Wanzhou into four hub ports of rail-road-water multimodal transport.

In addition, they will innovate and develop a water tourism circle. To open up a new path for Sichuan water tourism, the two sides will build two golden “slow travel” waterways pivoting on the Minjiang River and Jialing River, and foster the Jinsha River, Yangtze River, Qujiang River, Tuojiang River, and Fujiang River into five sightseeing and leisure waterways. They will also set up four tourist distributing centers based on Chengdu Port, Leshan Port, Nanchong Port, and Guangyuan Port, and form six key tourist hubs centered on Liangshan Port, Panzhihua Port, Dazhou Port, Neijiang Port, Guang’an Port, and Ya’an Port.

The two will speed up the international tourism development of the Three Gorges in Chongqing by building a modern cruise home port. The focus will be placed on creating a night tour brand of the Yangtze River and Jialing River in the downtown of Chongqing, in a bid to advance the development of urban water tourism routes in the downtown and the featured night tour of water city in various districts and counties.

Cooperative multimodal transport

The two sides will boost the construction of multimodal transport hubs. Specifically, they will expedite the construction of the “water-to-water transfer” center linking stems and branches for waterway freight transport between Yibin (Jinsha River, Minjiang River, and the Yangtze River) and Hejiang of Luzhou (Chishui River and the Yangtze River). They will also speed up the development of a distribution center for water-borne cargo at Guangyuan Port of Jialing River, and further the construction of a “Transshipment over Dam” system and facilities for the water-borne cargo of the hydropower stations on the Jinsha River.

Efforts will also be made to facilitate the construction of Chongqing’s “1 + 3” international logistics multimodal transport hub system with the Guoyuan Port as the core and the Chongqing Western Logistics Park, Chongqing Jiangbei Airport Aviation Logistics Park and Chongqing Highway Logistics Base as the vital support. Moreover, the two sides will speed up the construction of three regional multimodal transport hubs, namely, Luohuang Port in Jiangjin, Xintian Port in Wanzhou, and Longtou Port in Fuling.

In accelerating the construction of multimodal transport demonstration projects, the two sides will actively apply for the fourth batch of national multimodal transport demonstration projects, boost the construction of the existing ones, and further the popularization and application of successful ones.

Cooperative governance

The cooperation of integrated transport is underpinned by the co-governance of industry management.

The two sides will facilitate the construction of a regional joint law enforcement system and establish a normalized joint supervision mechanism in various fields. These fields include highway management for overload and overrun vehicles, road and water transport management, supervision of pollutants from transport vessels, and assistance in the investigation of cases involving “tourist chartered buses, liner buses, and dangerous goods transport vehicles.”

They will also strengthen the integrated construction of regional road and water transport markets and coordinately optimize the business environment.

Furthermore, they will set up a joint meeting system for the integrated development of transport services, with efforts on carrying out regular visits, strengthening daily contact and communication, and supervising the implementation of related matters.
