Chengdu-Chongqing Economic Circle: Which Aspects Should Chongqing Focus on to Accelerate the Building of a Modern Industrial System?

The Eighth Plenary Session of the Fifth CPC Chongqing Municipal Committee emphasized that to build the Chengdu-Chongqing economic circle, we must accelerate the building of a modern industrial system. We must develop competitive manufacturing clusters in both quantity and quality, improve the quality of modern service, cultivate and develop high-efficiency agriculture with mountain characteristics, promote cluster-based, integrated and intelligent development of industries and advance high-level development of national digital economy innovation and development pilot zones, so as to speed up the building of a modern industrial system that embraces efficient division of labor, dislocation development, orderly competition, and mutual integration.

How can we accelerate the building of a modern industrial system for the Chengdu-Chongqing economic circle? Dong Jianguo, Secretary of the Leading Party Members’ Group and Director of Chongqing Development and Reform Commission, Chen Jinshan, Secretary of the Leading Party Members’ Group and Director of Chongqing Economic and Information Technology Commission, Feng Yi, Secretary of the Leading Party Members’ Group and Director of Chongqing Finance Bureau, and Luo Qingquan, Secretary of the Leading Party Members’ Group and Director of Chongqing Big Data Application and Development Administration discussed it recently.

Relevant departments in Chengdu and Chongqing are joining hands to build a modern industrial system

Reporter: Industries play a key supporting role in developing Chengdu-Chongqing economic circle. To accelerate the building of a modern industrial system, which aspects should be our focus of efforts?

Dong Jianguo: Chongqing Development and Reform Commission and Sichuan Development and Reform Commission will choose industry projects together based on specific market demand and respective comparative strengths and enhance collaboration and enabling capacity to develop competitive industries with local characteristics and cultivate new growth drivers.

We will coordinate Chengdu and Chongqing to undertake industries transferred from the eastern region and work to build a national demonstration zone for undertaking transferred industries so that we can undertake industrial transfer at a high level.

In the meanwhile, we will strive to promote the high-quality development of the service industry, stick to the building of Chengdu-Chongqing economic circle and Chongqing’s urban development orientation and highlight the characteristics of our times and Chongqing’s characteristics. By doing so, we aim to achieve remarkable progress in developing Chongqing into an inland international financial center, international consumption center city, western design city, China’s famous software city, internationally renowned cultural tourism destination, inland international logistics hub, and leading western city in health services, thus initially building a national modern service economy center in Chongqing.

Furthermore, we will also work to cultivate great health industry clusters, build research, development, and production system for new medicines featuring a full chain from innovation to commercialization and develop traditional Chinese medicine and the industry combining medical treatment with endowment care.

Chen Jinshan: Chongqing Economic and Information Technology Commission will give higher priority to promoting high-quality, integrated development of Chongqing’s manufacturing, speed up industry upgrading, cultivate and develop emerging industries, and draw out a blueprint for future industries.

In the meanwhile, we will work with our Sichuan counterpart to build clusters for electronic information, automobile and motorcycle, equipment manufacturing, consumer goods, and other industries and a demonstration zone for the integrated development of the Industrial Internet, and make Chengdu and Chongqing’s manufacturing become more competitive and play a greater driving role.

Feng Yi: Finance plays a fundamental, secure, and leading role in the building of the Chengdu-Chongqing economic circle. At the same time, the guidance of financial policies is also very necessary, especially for promoting the coordinated development of industries. In this connection, we will work together with our Sichuan counterpart to deliver satisfactory results in the following three aspects.

The first is enhancing motivation. We will take tax revenue sharing of increment projects as a focus of efforts to set up cooperation mechanisms for sharing profits like tax revenue.

The second is unleashing potential. We will take expanding pillar industries of the same category, guiding coordinated scientific innovation and promoting two-way logistics connectivity as the target, study financial policy system for industrial development that guides the cross-regional flow of market elements and form a financial guidance mechanism featuring orderly industrial division of labor and cooperation and highlighting overall advantages.

The third is synergizing forces. Now, Chongqing Finance Bureau and Sichuan Provincial Department of Finance have reached a consensus on trying to get industry policy support from the state to develop industries.

Luo Qingquan: Modern service industry is an important prop for a modern industrial system. Therefore, we will focus on the high-quality development of modern service industry to implement an online business format cultivation action plan; focus on the Industrial Internet, new retail and other new business formats to develop ten key online platform enterprises; and launch online services such as online healthcare and education to cultivate ten key online service brands.

Chongqing embraces many development opportunities

Reporter: Which development opportunities will Chongqing be presented within building a modern industrial system for Chengdu-Chongqing economic circle?

Dong Jianguo: Development opportunities lie in the construction of the Chengdu-Chongqing economic circle.

Next, we will turn strategic requirements into strategic actions, and make efforts to seek national support, accelerate the establishment and improvement of cooperation mechanisms, vigorously promote project cooperation, deepen major reforms in a coordinated manner and promote in-depth cooperation in adjacent areas, so as to facilitate the construction of Chengdu-Chongqing economic circle.

Chen Jinshan: During the construction of Chengdu-Chongqing economic circle, Chongqing faces three big opportunities, including: a new round of global scientific and technological revolution and industrial transformation has provided a rare strategic window for Chongqing to attract middle and high-end industries; By fully integrating into the Belt and Road Initiative, the construction of the Yangtze River Economic Belt and the implementation of the Western Development Strategy, Chongqing has developed convenient conditions for product output and element agglomeration based on its location advantages; By comprehensively undertaking the industrial transfer from the east of China, Chongqing has developed the foundation and preliminary condition for high-quality and integrated development, and in the process of undertaking the industrial transfer from the east of China, Chongqing will foster strong late-mover advantages involving location, industry, channel, comprehensive cost, resource endowment, system, mechanism and policy.

Promoting the construction of Chengdu-Chongqing economic circle through big data

Reporter: On the construction of a modern industrial system, the Eighth Plenary Session of the Fifth CPC Chongqing Municipal Committee especially put forward to build a national digital economy innovation and development pilot zone at a high level. For that to happen, what measures should be taken by relevant departments?

Dong Jianguo: Currently, the construction of the national digital economy innovation and development pilot zone is accelerating. Chongqing Development and Reform Commission will take the initiative to coordinate, strengthen overall planning, and promptly implement a number of new infrastructures construction projects such as 5G, data center, and artificial intelligence.

Feng Yi: The construction of a high-level national digital economy innovation and development pilot zone requires effective policy supply and a strong fund guarantee from the government.

Luo Qingquan: Under the framework of the Chengdu-Chongqing economic circle, the national digital economy innovation and development pilot zone is the “hardcore”. This year, we will concert efforts to make breakthroughs in the “cloud, network, big data, cloud computing, and application” element cluster, which will help construct the pilot zone.

In addition, we plan to cooperate with Sichuan Provincial Big Data Center to promote the construction of the pilot zone from the aspects of smart city construction and new infrastructure, so as to serve the construction of Chengdu-Chongqing economic circle through big data.
