Central Government Awards RMB 420 Million to Chongqing for its Fight Against Poverty

On May 13, according to Chongqing Municipal Finance Bureau, in the 2019 national poverty alleviation assessment, Chongqing was rated as "Good" in poverty alleviation and development, "Good" in poverty alleviation cooperation between the east and the west, and "Excellent" in the performance of allocating the special financial funds for poverty alleviation, which helped it win an award worth RMB 420 million from the central government.

According to sources from Chongqing Municipal Finance Bureau, the State Council Information Office held the regular policy briefing on May 12, introducing the central government's efforts to reward local governments for their outstanding achievements in poverty alleviation in 2019. Among them, fourteen provinces and municipalities, including Chongqing, were rated as "good." The Ministry of Finance and the Poverty Relief Office of the State Council awarded RMB 300 million to each of the 14 provinces and municipalities when allocating special funds from the central government for poverty alleviation this year.

The common characteristics of these 14 provinces and municipalities are as follows: they all have done a better job in making rural poor people free from worries over food and clothing and have access to compulsory education, basic medical services, and safe housing. Overall, they have fulfilled their responsibilities, put policies in place and carried out relevant work, and reached a higher level in accurately identifying and assisting poverty-stricken households and removing those lifted out of poverty out of the assistance list, which made the public satisfied. Meanwhile, few problems were found in the assessment, and significant progress was made in poverty alleviation.

Data show that up to now, in Chongqing, all the 14 key districts and counties under the national poverty alleviation and development program and four key districts and counties under municipal poverty alleviation and development programs have been lifted out of poverty, so have all of the 1,918 poverty-stricken villages. A total of 1.826 million people dynamically identified and filed as poverty-stricken populations have got rid of poverty. The incidence of poverty dropped to 0.12%.

In addition to the RMB 300 million, Chongqing also received an award of RMB 120 million. According to sources from Chongqing Municipal Finance Bureau, in the assessment on the effectiveness of poverty alleviation of local governments led by the leading group for poverty alleviation and development under the State Council, the Ministry of Finance and the Poverty Relief Office of the State Council evaluated the performance of local governments in allocating the special financial funds for poverty alleviation, and Chongqing got the top rating--"Excellent," thus helping it win an award of RMB 120 million from the central government.

"The 420-million-yuan award will be mainly allocated to reward districts and counties." According to sources from Chongqing Municipal Finance Bureau, Chongqing will maintain the steady growth of special government funds for poverty alleviation, tilt transfer payments to poverty-stricken districts and counties, especially those in deep poverty, and increase the overall coordination and integration of government funds for agriculture and related fields. The allocation and use of the funds will focus on people who are not yet out of poverty and those who are in a precarious position to get rid of poverty. Chongqing will focus on measures to eliminate poverty and ensure that no one is left behind in the overall well-off society.
