Since the 2nd Session of the 13th CPPCC National Committee, Chongqing-based members of the CPPCC National Committee, focusing on the central work of the Party committee and government, actively utilized the proposals to perform their duties and make suggestions while keeping in mind the overall situation of economic development and caring people's daily lives. A total of 106 proposals were submitted to the session, and 89 cases were filed.

Establishing a traceability system for agricultural product quality and safety is a major institutional innovation that benefits the present and the long-term and serves multiple purposes. At this consultative conference, Wang Yuyu and 11 key proposers exchanged views with heads of the Ministry of Agriculture and Rural Affairs, Ministry of Finance, Ministry of Commerce, and the State Administration for Market Regulation. They once again called for adhering to the principle of seeking progress while maintaining stability, establishing a traceability system that conforms to China's national conditions and development stage, revising the agricultural product quality safety law as soon as possible, expanding the traceability object, implementing the subject of traceability, clarifying the traceability basis, and strictly enforcing legal liability. We should make full use of modern information technologies such as big data and blockchain to enhance our ability of intelligent supervision, promote the sharing of agricultural product quality and safety data, and set up a unified, open, shared, and mutually-recognized traceability management information platform as soon as possible.

On September 24 last year, the sponsor of the proposal, the Ministry of Agriculture and Rural Affairs, made it clear in its reply that the next step would take the revision of the Law of the People's Republic of China on Agricultural Product Quality Safety as an opportunity to establish a mandatory traceability catalog system to implement mandatory traceability for principal varieties such as meat and vegetables, as well as green food, organic food, and geographical indication products, and encourage traceability to be carried out on other varieties. For large-scale business entities, information traceability is encouraged, with all production, purchase, and sale information included in the traceability platform, while small farmers implement the commitment certification system.

The practical implementation of the visitation right for minors in divorced families

Last August, Peng Jing, Chongqing-based member of the CPPCC National Committee and chief lawyer of Chongqing Jingsheng Law Firm, was told that: Her proposal on the practical implementation of the visitation right for minors in divorced families was selected as one of the 60 best proposals in the 1st Session of the 13th CPPCC National Committee given the imperfect legal provisions on visitation right, the narrow scope of visitation subjects and the vague content of visitation right.

In response to the proposal, the Commission of Legislative Affairs of the National People's Congress said that the proposal would be fully incorporated and seriously studied during the compilation of the marriage and family code of the Civil Code.

"The performance of duties by CPPCC members is a process of finding, raising and solving problems," noted Peng Jing, adding that on the platform of the CPPCC National Committee to perform her duties, the most important thing is to bring her professional qualities and expertise into full play and put forward valuable suggestions and plans on some issues in the field of the rule of law.
