Chongqing Strives for High Quality Development in the Electronic Information Manufacturing

Chongqing- On May 21st, the Municipal Economic and Information Committee held a press conference on high-quality development in the electronic information sector. It was organized in collaboration with the high tech enterprises of Hewlett Packard, BOE, ASUS, CSMC, and OPPO.

The event was held with the aim of publicizing the spirit behind a recent industry forum, achievements of high-quality development in Chongqing, related brand products, and providing impetus to stimulate consumer performance in the market.

The Municipal Party Committee and local government place great emphasis on the electronic information industry due to its fundamental and strategic nature, in addition to the fact it’s the most active in the field of innovation.

At the live news conference in the Liangjiang New Zone, deputy head of the Municipal Economic Information Committee Mr. Liu Zhong presented the latest developments in the electronic information sector.

 The scale of the industry continues upward trend
As of 2019, the city has 639 regulated electronic information companies, ranking seventh nationwide. It is an important global laptop and mobile phone industrial base. In the same year, over 64 million notebook computers and 174 million mobile phones were produced. Despite the impact of COVID-19, the city's output of integrated circuits, smartwatches, and LCD screens has increased by 430%, 250%, and 36.3%, respectively.

 Completion of industrial chain more advanced
Operators, brands, processing, and ancillary manufacturers have been integrated to achieve products made entirely in Chongqing. For every three laptops and ten mobile phones sold worldwide, one is produced in Chongqing.

 Continued optimization of industry structure
Adherence to the development of complete machines and supporting equipment, emphasis on both industry and products, and the integration of software and hardware have allowed for optimal performance in the electronic information sector.

 Consolidation of supporting industry
The foundation of core components has been strengthened. The output of display panels, power management chips, memory chips in supporting industry has seen gradual expansion.

 Enhance top-level design
In order to promote high-quality development as a whole, the publications of ‘Chongqing Support Policies for Accelerating the development of the Integrated Circuit Industry’ and the ‘Chongqing Ultra-HD Video Industry Development Action Plan 2019-2022’ have been published following in-depth research.

 Focus on strengthening the industrial chain
Through addressing fundamental shortcomings in the industrial chain, expansion in integrated circuits, new displays, smart sensors, instruments, and meters has continued. Industry and market advantages in emerging fields such as 5G have attracted a large number of key projects to Chongqing.

 Intelligent manufacturing
A total of 28 digital workshops and smart factories have been built, thus improving efficiency in production. As in the case of Wistron, production steps for laptops have been reduced to 13 seconds, and the time required for production line changes have been reduced from 2-3 days to 3-30 minutes.

 Enhance innovation capacity
The construction of industrial innovation platforms and RD institutions have been completed and put into operation. Universities have development-related disciplines to cultivate and strengthen professional teams in electronic information. Enterprise has improved incentive mechanisms, talent cultivation, and optimized innovation ecology.

 Exploit the full market potential
Active integration into national strategies such as the Belt and Road project and improvement in overseas marketing capabilities have aided expansion into Asia, the Middle East, and Africa.

 Further development
The next steps in electronic information include normalization of epidemic control measures, development of the Chengdu-Chongqing Economic Circle, and acceleration of the ‘four chains,’ which are supporting industry, supply, product value and technological innovation.

In 2019, OPPO shipped 18.9 million mobile phones from Chongqing, an increase of 58% year-on-year. The output value was 15.2 billion Yuan. Employees number 4,376, an increase of 142%.

In the next three years, OPPO will invest 50 billion in research and development budgets for 5G, AI, big data and other cutting-edge technologies, as well as underlying hardware core technologies, software engineering and system capabilities.

2020 is the first year of the 5G era. At a special meeting held by the Ministry of Industry and Information Technology on March 6, the three major telecommunications operators proposed the installation of 600,000 5G base stations by the end of this year.
