The third session of the 13th Chinese People's Political Consultative Conference (CPPCC) was held in Beijing on May 21. This year, Chongqing-based CPPCC members put forward multiple proposals.

Two Rivers and Four Riversides Core Area.

In the joint proposal of Support for Two Rivers and Four Riversides Core Area to Build a National Pilot Demonstration Zone for Modern Service Industry, members called for the Two Rivers and Four Riversides Core Area being taken as a whole to be integrated into the 14th Five-Year Plan National Service Industries Pilot for Comprehensive Reform, to support its construction into a dynamic activity area with a world influence, and to guide international and national brand exhibitions and events to be held or to be permanently landed in the core area. In order to promote the upgrading and development of the service industry in the core area and better integrate into the construction of the Chengdu-Chongqing economic circle, Chongqing-based CPPCC members advised in the joint proposal:

Promoting overall deployment and adding innovative measures. National Development and Reform Commission should take the lead in innovatively integrating the core area as a whole into the 14th Five-Year Plan National Service Industries Pilot for Comprehensive Reform, exploring to expand the influence scope of the core area, building a "linkage area," studying and issuing corresponding policy support systems, and launching more innovative and leading reform measures.

Resolving policy bottlenecks and accelerating the pace of construction. The Ministry of Water Resources should take the lead in promoting the shoreline improvement project in the core area, increase the policy support for river-related construction projects, and simplify the approval process. The Ministry of Natural Resources and the Ministry of Housing and Urban-Rural Development should take the lead in introducing policies to encourage social capital to transform inefficient land use, activate idle buildings, and reuse cultural relic protection units, to continuously enhance the space value.

Optimizing industrial policies and improving market mechanisms. The Ministry of Commerce should take the lead in building open inland highland pilot zones and international consumption center city construction pilots, and support the relaxation of the application requirements for foreign-invested companies. The China Securities Regulatory Commission should take the lead in supporting the establishment of commodity futures exchanges and the pilot mechanism of equity-based crowdfunding. The General Administration of Customs should take the lead in supporting the establishment of duty-free shops in the core area and expand the functions of bonded commodity display and trading center to the core area.

Strengthening construction guidance and improving service level and supporting the core area's construction into a dynamic activity area with world influence. The Ministry of Culture and Tourism should take the lead in supporting the core area to build a national demonstration area for the integration and development of cultural tourism industries in accordance with the national 5A scenic spot standards, drive relevant marketing promotion, and create a world-class and national Changjiahui cultural tourism brand.
