On May 22, Chongqing Delegation to the Third Session of the 13th National People’s Congress (NPC) held a plenary session to deliberate on the Government Work Report. Chen Min’er, Deputy to the NPC and Secretary of the CPC Chongqing Municipal Committee, Wang Yi, State Councilor and Foreign Minister, and Tang Liangzhi, Deputy Secretary of the CPC Chongqing Municipal Committee and Mayor of Chongqing delivered important speeches.
Accelerate recovery growth and promote high-quality development
Chen said we must follow General Secretary Xi Jinping’s key instructions and the CPC Central Committee’s decisions, adhere to the concept of planning Chongqing’s development with the big picture in mind, focus on accelerating recovery growth and promoting high-quality development, and ensure that the target of eradicating poverty is met as planned to build a moderately prosperous society in all respects.
He then expressed his full support for and approval of the 2020 Government Work Report delivered by Premier Li Keqiang. According to him, this report fully reflects Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guiding principles from a series of key speeches on epidemic prevention and control and economic and social development by General Secretary Xi and the development philosophy of putting people first proposed by General Secretary Xi. It makes an objective and pertinent summary of what we have achieved in the past year, conducts a scientific and accurate analysis of what we will face internally and externally, formulates reality-based and feasible plans for future development, and introduces a series of policies and measures to improve people’s wellbeing and stabilize enterprises’ growth. It addresses social concerns and expectations and is a good report that is both ambitious and pragmatic.
Chen said at the end that we must seize and make full use of the policy opportunities presented by national efforts to advance economic recovery, the market opportunities arising during the ongoing global fight against COVID-19, the opportunities of our times as the globalization landscape is undergoing profound changes and the strategic opportunities offered by the building of Chengdu-Chongqing economic circle; pursue coordinated progress in epidemic prevention and control and economic and social development; keep employment, the financial sector, foreign trade, foreign and domestic investments, and expectations stable; ensure employment for residents, basic wellbeing of the people, development of market entities, food, and energy security, stable industrial and supply chains, and operation at the grassroots level; and work to accomplish this year’s economic and social development goals and tasks.
Contribute more to Chongqing’s openness and development

Wang said that the report demonstrates the strong resilience, huge potential, and great vitality of China’s economy, and sends a positive signal both at home and abroad of boosted confidence and heightened expectations in China.
Expressing his consistent support for Chongqing government’s foreign affairs work, he added he would support Chongqing to advance “One Province, One Policy” pilot program on foreign affairs work, go global through positive promotion, enhance exchanges with foreign countries, and continue to participate in international anti-epidemic cooperation, thereby contributing more to Chongqing’s openness and development.

In his speech, he said that we must develop a firm and thorough understanding of every task assigned in the Government Work Report, pursue coordinated progress in epidemic prevention and control and economic and social development, get the building of Chengdu-Chongqing economic circle off to a good start, and ensure that the target of eradicating poverty is met as planned to build a moderately prosperous society in all respects.
Tang stressed that this year’s report makes Chengdu-Chongqing economic circle one of its highlights and lays out a blueprint for its building. Noting this, he said we must stick to the strategic goal and positioning of “Two Centers and Two Places,” speed up the building of the Chengdu-Chongqing economic circle and develop major growth drivers for high-quality development in western regions. We must build a major economic center with national influence at a faster pace through developing digital economy, scaling up advanced manufacturing clusters, upgrading the modern service industry, and establishing a modern industrial system. We must build a sci-tech innovation center with national influence at a faster pace through taking the construction of western (Chongqing) science city as the carrier, the theme of science as the core and the future development as the focus, synergizing innovation forces all over Chongqing and establishing science platform, talent platform, capital platform and exchange platform around “Five Sciences” and “Five Technologies.” We must build a new leading area of reform and opening up with national influence at a faster pace by expanding the functions of international land and sea channels, upgrading pioneering open platforms like China-Singapore Interconnection Project and China (Chongqing) Pilot Free Trade Zone and boosting the open economy. We must develop Chongqing into a high-quality livable place with national influence at a faster pace by advancing coordinated progress in rural vitalization and urban improvement as well as economic growth and ecological conservation, improving people’s wellbeing and enabling people to enjoy a stronger sense of fulfillment, happiness and security.
