Through the establishment of the industry chain covering chips, LCD panels, electrical devices, core components, and IoT, Chongqing has formed an electronic information industry system including complete computer sets, supporting equipment, integrated circuits, etc., according to sources from the press conference held by the Information Office of Chongqing Municipal People's Government on May 21. By the end of last year, there were 639 electronic information enterprises above designated size in Chongqing, ranking 7th in China in terms of primary business income. The electronic information industry has become the "first power" of Chongqing's industrial growth, with one "made in Chongqing" for every three notebook computers and ten mobile phones worldwide.

"Chongqing has become the world's important laptop industry base and the country's important mobile phone manufacturing base, and the electronic information industry is growing in scale," noted Liu Zhong, Deputy Director of Chongqing Municipal Commission of Economy and Information Technology. In 2019, the added value of the electronic and information industry accounted for 16.6% of the city's industry, and the contribution rate of growth reached 33.9%. In that year, the city produced 64.223 million notebook computers and 174 million mobile phones. In the first quarter of this year, despite the COVID-19 pandemic, the city's output of integrated circuits, smartwatches, and LCD screens increased by 4.3 times, 2.5 times, and 36.3%, respectively.

Complete industrial chain, optimized industrial structure, and sound industrial supporting are the main characteristics of Chongqing's electronic information industry development.

In terms of industrial chain cultivation, Chongqing has focused on the development of the entire industrial chain of electronic information and has initially completed the integrated circuit whole process system of "IC design-wafer manufacturing-package testing-raw material matching," forming a new type of display entire industrial chain from the glass substrate, LCD panel, display module to the whole machine; Chongqing has accelerated the cultivation of ultra-high-definition video industry and has been shortlisted as one of the first batches of national key cities for ultra-high-definition video industry cultivation; Chongqing has built an industrial chain of intelligent terminals integrating operators, brand dealers, factories and supporting providers.

In terms of optimizing the industrial structure, Chongqing insists on the combination of complete machine and supporting equipment, the combination of industry and products, and the integration of software and hardware. At present, of Chongqing's electronic information industry, the proportion of complete computer machines and supporting industries is 51.7%, that of mobile phones and supporting industries is 19%, and that of other electronic industries such as electronic core components and smart meters is 29.3%, which has initially formed an industrial structure with multi-points, staggering development and parallel development.

Regarding improving industrial supporting facilities, Chongqing has laid a solid foundation for the core parts industry, promoting the gradual expansion of output of display panels, memory chips, and other products, and realizing the gradual upgrading of local supporting facilities. For example, in the field of intelligent sensors, there are dozens of enterprises such as Chongqing Acoustic-Optic-Electronic Co., Ltd., etc.. In the field of instruments and meters, there are hundreds of enterprises with Chongqing Chuanyi Automation Co., Ltd. as the leader.

Liu Zhong said that by focusing on the requirements of high-quality development of the electronic information industry, Chongqing would continue to take good charge of five aspects: Strengthening superior design, making efforts to supplement and strengthen the chain, focusing on intelligent manufacturing, improving innovation ability and fully exploiting the market. Under the premise of epidemic prevention and control, Chongqing has promoted the building of Chengdu-Chongqing economic circle in-depth, and boosted the high-quality development of the electronic information industry in the two regions through accelerating the integration of the "four chains" of industrial supporting chain, factor supply chain, product value chain and technological innovation chain in Chengdu and Chongqing.
