CPPCC Member Yu Guodong: Protect Local Ecological Environment to Boost High-quality Development

On the afternoon of May 22, General Secretary Xi Jinping took part in deliberation with his fellow deputies from the delegation of Inner Mongolia Autonomous Region at the third session of the 13th National People's Congress (NPC), and made important remarks, stressing: "We must maintain our strategic focus on strengthening ecological conservation, give priority to ecological protection and pursue green development, and protect our blue skies and defend our rivers and soil from pollution."

Yu Guodong, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), submitted four proposals at the third session of the 13th National Committee of the CPPCC this year. At present, although each region along the Yangtze River coastline has issued its own green development indicator system, the indicator system is inconsistent, and no unified standard has been developed.

Therefore, Yu suggested carrying out an assessment of the current situation of resources and environment along the Yangtze River coastline to determine constraint (threshold) indicators on the ecosystem environment along the coastline, and a study on the carrying capacity of resources and the environment along the Yangtze River coastline to establish an evaluation indicator system for it, as well as a study on the green development standard system framework along the Yangtze River coastline.

For another example, there are a large number of small hydropower stations along the Yangtze River Economic Belt, but are distributed very widely and was built over a long time span by different types of subjects. It means virtually everyone may vary to a certain extent in development requirements in the same period, so the development environment is quite unfavorable. If not well addressed, these issues could bring social risks such as a persistently high number of petition letters. Therefore, it is suggested that the National Forestry and Grassland Administration, together with the Ministry of Ecological Environment, issue policies, and the Ministry of Water Resources coordinate with relevant ministries and commissions to clarify the review and approval procedures for improving power stations and improve the policies.

Pollution control, preventing and defusing financial risks, and targeted poverty alleviation, three tough battles put forward at the 19th National Congress of the CPC in 2017 by President Xi Jinping, are entering the final year in 2020. Yu said:" We should resolutely implement the guiding principles from General Secretary Xi Jinping's important speeches, put the requirements set out in Premier Li Keqiang's report in place, work to control pollution in a law-based, scientific and targeted manner, protect our blue skies and defend our rivers and soil from pollution, achieve the phased goal of preventing and controlling pollution, and advance Chongqing's high-quality and green development as our way of contributing to the national bid to build a beautiful China.
