On May 26, Zhang Lianghao, Spokesperson of Chongqing Delegation to the Third Session of the 13th National People’s Congress (NPC) and Director of the Research Office of the Standing Committee of the Chongqing Municipal People’s Congress, notified that by noon on May 25, the deadline of submitting motions and suggestions to the third session of the 13th National People’s Congress, Chongqing delegation had put forward four motions and 199 suggestions in total.

In terms of content, 59 suggestions are on economic development, accounting for 29.6% of the total; 44 are on education, technology, culture, and talent, accounting for 22.1%; 31 are on public health security, accounting for 15.6%; 20 are on people’s living standards, accounting for 10.1%; 19 are on poverty alleviation and issues concerning agriculture, rural areas, and farmers, accounting for 9.6%; 11 are on rule-of-law construction, accounting for 5.5%; 8 are on ecological protection, accounting for 4.0%; 7 are on other issues, accounting for 3.5%.

Higher-quality suggestions reflect people’s wishes and expectations

The quality of the suggestions put forward by Chongqing delegation this year is generally higher, said the spokesperson. With specific issues, analyses and opinions, these suggestions take a big-picture view. They are targeted and workable, because most are based on community-focused work and in-depth thought of deputies who regularly visited communities and stayed close to the people in the past year. Centering around the strategic decisions and plans made by the Party Central Committee on ensuring success in both COVID-19 prevention and control and economic and social development and around the goal of securing a victory in building a well-off society in an all-round way and the fight against poverty, these suggestions cover a wide range of topical subjects like guaranteeing the employment of residents, the basic livelihood of the people, the main body of the market, the food and energy security, the stability of the supply chain of the industrial chain, and the operation of the grass-roots level and stabilizing employment, finance, trade, foreign capital, investment, and market expectations, as well as Chengdu-Chongqing economic circle construction, big data intelligence development, major transportation infrastructure construction, public health security, culture, education, and rule-of-law construction. It can be seen that these suggestions fully reflect people’s wishes and expectations.

No motion or suggestion submitted by Chongqing delegation was rejected or required for revision, which means the session has accepted all of them.

The spokesperson explained the reasons. Before the session, the deputies from Chongqing delegation made many inspection trips to communities, listened to people’s demands, and gleaned plenty of first-hand information concerning economic and social development. Then they sorted out and sifted through all the information and put forward their motions and suggestions. During the session, the deputies strictly observed the rules and regulations of the session and the requirements for

epidemic prevention, and performed their duties according to law, actively participated in deliberations and discussions and put forward motions and suggestions responsibly around the task of ensuring success in both epidemic prevention and control and economic and social development under the unified arrangements of the session, presenting a good image of Chongqing delegation to the people.
