Establishing a communication and consultation mechanism for significant policies

Lately, the regulation divisions of the Department of Human Resources and Social Security of Sichuan Province and Chongqing Municipal Human Resources and Social Security Bureau signed the Agreement on Strengthening the Cooperation on Public Policies in Human Resources and Social Security and on Administrative Licensing between Sichuan and Chongqing.

According to the agreement, the two sides have jointly established a communication and consultation mechanism for major policies and included communication and consultation in the necessary procedures for the review of normative documents. For the formulation of major public policies, joint meetings shall be held for consultation and research, said the head of Chongqing Municipal Human Resources and Social Security Bureau.

With regard to hot issues of public concern such as social insurance benefits, and wage and income levels, the two sides will increase communications before adjusting the standards of wage, employment insurance, pension insurance, unemployment insurance, work-related injury insurance, and reward. Through their human resources and social security data exchange platforms, the two sides will promote the coordination and synchronization of their public policies to narrow the policy gap.

The human resources and social security bureaus of Sichuan's Suining City and Chongqing's Tongnan District also signed the Cooperation Agreement on Promoting the Administrative Licensing Development in Human Resources and Social Security. The two regions will serve as the first pilot base for administrative licensing cooperation in human resources and social security between Sichuan and Chongqing.

Jointly establishing a cross-regional complaint handling mechanism for private enterprises

On May 29, Chongqing signed a memorandum of strategic cooperation with Sichuan Province on establishing a cross-regional complaint handling cooperation mechanism. It jointly launched the unveiling ceremony of "Complaint Service Workstation for Private (Foreign) Enterprises in Chengdu-Chongqing Economic Circle" for the Chongqing Chamber of Commerce in Sichuan and Sichuan Chamber of Commerce in Chongqing. This marked the initial establishment of a cross-regional complaint handling cooperation mechanism for private enterprises between Sichuan and Chongqing.

According to the memorandum, the two sides will, adhering to the principle of "giving priority to the other side and putting neighbors first," jointly discuss, investigate and handle mass incidents, emergencies, incidents that are likely to cause adverse social impact and disturbances that seriously affect the production and business order of enterprises. The two sides will conduct consultations and collaborate closely on disputes involving major interests of enterprises and incidents that have a serious adverse impact on the sound business environment of the two regions.

Cultivating 4,000 professionals in intelligent big data

According to the recent information from the southwest headquarters of IFLYTEK Co., Ltd., an information technology company, to seize the opportunity of constructing the Chengdu-Chongqing economic circle, the company has located its southwest operation center in Chongqing. This year, IFLYTEK will cooperate with universities in Chengdu and Chongqing to train 4,000 professionals in intelligent big data.

IFLYTEK said that the center would be backed by the southwest headquarters to strengthen the coordination between Sichuan and Chongqing, help the two regions share high-quality teacher and educational resources, and lead partner universities to conduct interactions and exchanges and students to participate in cross-regional competitions, so as to enhance the double effect of talent training between the two regions.
