On June 11, the Chongqing Municipal Commission of Economy and Information Technology and the Sichuan Provincial Economics and Information Department jointly issued the Notice on Accelerating the Construction of the Industrial Cooperation Park of the Twin-City Economic Circle in Chengdu-Chongqing Area (referred to as the "Notice"). It will push forward the cooperation and co-construction of industrial parks in the two regions from the aspects of cooperative platform co-construction and coordinated optimization of the industrial layout. It also plans to start ten industrial cooperation demonstration parks in the critical development areas, transportation node areas, and adjacent areas of the two regions within this year. The number of demonstration parks will expand to 15 by 2022 and 20 by 2025, so as to play the "booster " role of industrial parks in economic development.

Chongqing Digital Economy Industrial Park.

According to the Notice, Sichuan and Chongqing will jointly guide their respective industrial parks to carry out cooperation based on existing resource endowments, location conditions, industrial foundations, etc. The focus will be put on the "polar core" leading roles of Chengdu and Chongqing central urban areas with the collaborative construction of characteristic industrial clusters as the critical point.

It will support the cooperative co-construction of the South Sichuan Economic Zone, the Neighboring-Chengdu Economic Circle Park, and the Chongqing Main City New Area Park as well as the Northeast Sichuan Economic Zone and the Adjacent Parks of the Three Gorges Reservoir Area in Northeast Chongqing. It will build a "Wanzhou-Dazhou-Kaizhou" integrated development demonstration zone in the Sichuan-Chongqing area supported by industrial cooperation parks. And it will give full play to the advantages of multimodal transport of railway, highway, water transport, and air transport and layout a batch of industrial cooperation parks focusing on logistics trade, bonded processing, supporting the processing, and complete machine assembly in the two places.

"The key aspects to enhance the construction of Sichuan-Chongqing Industrial Cooperation Demonstration Park next will be put on improving the all-embracing industry chain, jointly formulating investment promotion plans, holding investment promotion activities together, accelerating the introduction of major projects and expanding regional supporting capabilities."

According to the person in charge of Chongqing Municipal Commission of Economy and Information Technology, Sichuan and Chongqing will focus on intelligent manufacturing, promoting the integrated application of information technologies such as 5G and big data to build several digital workshops, intelligent factories, and intelligent parks. The leading enterprises such as OPPO, VIVO, Changhong, TCL, Changan are supported to build a batch of "parks in the Park" in the Industrial Cooperation Demonstration Park by means of "Headquarters+Base," "R&D+Transformation," "Terminal Products+Collaboration Support." The support capacity for the industrial cooperation and co-construction between the two regions is enhanced by strengthening the platform construction of scientific and technological R&D and industrial design.

It will provide technical and financial support to small and medium-sized enterprises in the Industrial Cooperation Demonstration Park through the development of the professional division of labor and service outsourcing. It will support the Park to carry out cooperation around the building, supplementing, extending, and strengthening chains, accelerating the coordinated and cluster development of advantageous special industries such as automobile and motorcycle, electronics, and biomedicine.
