The constant appeal to and accumulation of high-level talent reflects the positive impact of the complete innovation system in Liangjiang New Area.
On December 5, 2019, a contract was signed to locate ABB’s transformer intelligent manufacturing base in Liangjiang New Area;
On December 23, Chinasoft International Digital “Belt and Road Initiative” Software Ecology project was contracted to settle in Liangjiang New Area.

In the past half-year, a large number of intelligent manufacturing and scientific and technological innovation projects have been densely settled in Liangjiang New Area. It is worth mentioning that most of these projects have been settled in the three innovative platforms, especially built-in Liangjiang New Area: Liangjiang Collaborative Innovation Zone, Lijia Intelligent Park, and Liangjiang Digital Economy Industrial Park.
The Liangjiang Collaborative Innovation Zone is striving to become a high-end talent gathering place integrating humanities, wisdom, and science and technology according to the “four synergies” requirements of the industry, talent, life, and ecology. Up to now, it has attracted more than 20 top scientific research institutes at home and abroad, including research institutes of the National University of Singapore and Northwestern Polytechnical University.
Relevant scientific research achievements have also begun to come into use. After five years of research and development, the project team led by professor Li Dayong of Shanghai Jiao Tong University has successfully developed a new process method of high-strength steel automobile frame parts with a capacity of over 1,100Mpa, i.e., roll forming technology, which has broken through the bottleneck of processing ultra-high-strength steel plates and provided technical support for the transformation and upgrading of the automobile industry. At present, the technology has been adopted by Chang’an Automobile, Chongqing Great Wall Motors, and other Chongqing automobile enterprises. Up to now, there are more than 4,500 registered digital economy enterprises in Liangjiang Digital Economy Industrial Park.
Up to now, Chang’an Automobile has mastered more than 200 intelligent core technologies, and more than 70 intelligent functions have been applied to mass production vehicles, of which 21 are the first in China.
The biomedical industry has also made a series of major breakthroughs. In September 2019, EVAHEART I, the national innovative medical device of Chongqing Yongrenxin Medical Device Co., Ltd., was officially approved by the state for registration and selling, marking the official sale of China’s first implantable ventricular assistance product.
What supports this breakthrough is the sound scientific and technological innovation system set up by Liangjiang New Area, notably, the fin-tech system.
On January 9 this year, Liangjiang New Area held a press conference to announce to the world that it will build a ten billion-level science and technology innovation investment fund cluster, and effectively promote the mutual support and adaptation of the triangular framework of the supply system, demand system, and financial system, forming an ecological chain of collaborative innovation of “government, industry, research, research, capital, and user”.
For that purpose, Liangjiang New Area officially launched a science and technology innovation equity investment fund with a total scale of RMB 5 billion and signed three sub-funds with a total scale of about RMB 5 billion. Liangjiang New Area also released four credit financial products, including science and technology growth loan and knowledge value credit loan, to help solve the problem of difficult and high-cost financing for enterprises.
As of April this year, Liangjiang New Area has issued science and technology finance loans to 497 science and technology enterprises through the cooperative banks, with a total amount of RMB 1.454 billion. In today’s Liangjiang New Area, financial convenience is stimulating new momentum of economic development.
Talent has now become the top element of productivity. While promoting the integration of the industrial chain and innovation chain, Liangjiang New Area is also accelerating the further development of the talent chain.
As an important base of the electronic information industry and automobile industry in the world, Liangjiang New Area has a solid industrial foundation, creating unique conditions for the large-scale coordinated development of science and technology and industry.
In the field of automobiles, high-end scientific research institutions, represented by Chang’an Global Research and Development Center and others, are intensifying innovation in new energy and intelligent networking. In the field of electronic information, BOE, AT&S, Alpha & Omega Semiconductor, and other enterprises are also speeding up the improvement of the “chip, LED panel, intelligent terminal, core parts and IoT” industry chain and “cloud, network, big data, cloud computing and application” element cluster. These cannot be separated from the support of high-level talent.
Up to now, relying on platforms such as China Smart City Expo, Talents Conference, National Offshore Innovation and Entrepreneurship Base for Overseas Talents and a series of talent policies, 147 talent has been selected into the “Hongyan Project” in the new area, and the number of high-level talent has reached 71 in total.
On the other hand, in 2019, there were 1,298 science and technology enterprises and 409 high-tech enterprises in Liangjiang New Area, which provided a big room for high-level talent to play in strategic emerging industries such as big data, artificial intelligence, integrated circuits, new energy vehicles, aerospace, biomedicine, new materials and integration of defense and civilian technologies.
On January 8 this year, at the annual launch of “Zhihui Liangjiang” 2019 Liangjiang New Area Science and Technology Innovation, Zhou Xi, founder of Cloudwalk Science and Technology, and Yin Shaoyun, director of the Integrated Photoelectric Research Center of Chongqing Institute of Green Intelligent Technology, Chinese Academy of Sciences, were jointly named “Zhihui Liangjiang Science and Technology Leading Talent”.
These talents are continuously working in industries such as big data intelligence, bio-medicine, and automobiles. The ideal situation of the same frequency resonance between the industrial chain and the talent chain is accelerating, providing solid support for industrial transformation and upgrading in Liangjiang New Area and even Chongqing.
