Guoyuan Port Accelerates National Logistics Hub Construction

On June 29, with the siren whistling, a train carrying 46 containers pulled out of the north freight yard of Yuzui Railway Freight Station in Chongqing's Guoyuan Port. The containers, mainly containing auto parts, fiberglass, and mechanical and electrical products produced in Liangjiang New Area and surrounding areas, will arrive in Hangzhou, Wuxi, and other places in just a few days.

This event marks that the first container train of Yuzui Railway Freight Station has started running. At the same time, the key port functions and key infrastructure projects of Guoyuan Port National Logistics Hub, with a total investment of about 6 billion yuan, were commenced at the site.

According to Tang Weidong, Deputy General Manager of Chongqing Guoyuan Port International Logistics Hub Construction and Development Co., Ltd., Guoyuan Port Yuzui Railway Freight Station is adjacent to several key projects such as China-Singapore (Chongqing) Multimodal Transportation Demonstration Base, China-Singapore (Chongqing) Vibrant Pucheng Multimodal Logistics Hub and Changan Minsheng APLL Logistics Co., Ltd. The container arrival and departure function of the station's north freight yard can provide convenient container freight services for the above projects and promote the development of multimodal transport and logistics in surrounding areas.

As a level-2 railway logistics base planned by China State Railway Group Co., Ltd., Yuzui Railway Freight Station is divided into south area and north area, with a total planned area of 69.7 hectares. It is a regional railway logistics center in Chongqing's mid-and-long term railway network planning.

In June this year, the north yard of the Commercial Vehicle Logistics Base of Yuzui Railway Freight Station was put into operation. The north yard, composed of 2 vehicle operation lines and one container operation line, can receive and ship 600,000 vehicles and 50,000 TEUs of containers annually. The south yard will be built into a hub for both domestic and international container trains. At present, relevant preparatory work is progressing smoothly, and the construction is expected to commence at year-end.

Meanwhile, key port functions and key infrastructure projects of Guoyuan Port National Logistics Hub were also commenced. With a total investment of about 6 billion yuan, the projects include 12 key projects represented by Guoyuan Port Customs Centralized Inspection Site and Guoyuan Port Upgrading project.

As the main port functional facility in the hub area, the Guoyuan Port Customs Centralized Inspection Site covers an area of 28.87 hectares with a total investment of about 400 million yuan. The inspection site is designed to provide one-stop customs inspection services for foreign trade enterprises, which will greatly improve the inspection efficiency and facilitate customs clearance of enterprises, according to Tang Weidong.

The 12 key projects will connect the elements related to logistics hub construction in an area of 20 square kilometers, integrate transportation modes such as water transportation, rail transportation, road transportation, and air transportation, and provide regular, stabilized, branded "one-stop" multimodal transportation service products for the global market, Tang said, adding that they will also reduce logistics cost, strengthen resource agglomeration and regional driving effect, and consolidate Liangjiang New Area's position as an inland portal for China's opening-up.

Join hands with Linshui to build a dry port

According to the strategic cooperation agreement signed between Chongqing Guoyuan Port International Logistics Hub Construction and Development Co., Ltd. and the People's Government of Linshui in Guang' an City, Sichuan Province, both sides will cooperate to build a dry port in Linshui County, so as to promote the cooperation in the Chengdu-Chongqing economic circle.

A dry port is a logistics service platform built in a non-port area with port service functions such as customs declaration, inspection, and quarantine declaration and bill of lading issuance. Enterprises in the region where the dry port is located can enjoy relevant preferential policies for goods imported and exported through the dry port.

Once the dry port is built-in Linshui, it will, relying on Guoyuan Port's advantages in international channels, rail-water combined transport, and bonded logistics, promote Linshui to open up outward logistics channels and build a logistics hub connecting the entire northeast Sichuan. In addition, the dry port will establish a linkage mechanism with Guoyuan Port National Logistics Hub to realize direct transportation of goods, mutual recognition of customs clearance and sharing of policies, so as to explore replicable cases and apply them elsewhere, and further improve the driving effect of Guoyuan Port in western China.
