Chongqing and Sichuan to Promote 31 Major Projects This Year

The Joint Office to Promote the Construction of the Chengdu-Chongqing Economic Circle held the fourth director meeting in 2020 in Chengdu, Sichuan Province in Southwest China, according to the Chongqing Development and Reform Commission on July 18. Chongqing and Sichuan will jointly promote the construction of 9 platforms and 15 major projects in the second batch with altogether 31 major projects in two batches. Moreover, they will strengthen policy coordination between the two cities and accelerate the reform of convenience.

The Chongqing and Sichuan development and reform commissions sign the Strategic Cooperation Agreement on the Economic Operation Monitoring and Analysis of the Chengdu-Chongqing Economic Circle.

The strategy of constructing the Chengdu-Chongqing Economic Circle was put forward at the sixth meeting of the Central Committee for Financial and Economic Affairs on January 3 this year. Since then, Chongqing and Sichuan have thoroughly implemented the decisions of the Communist Party of China Central Committee and the State Council, carried out their respective regional development strategies, and promoted the construction of the economic circle with coordinated efforts.

Both sides have jointly formulated provincial and municipal-level policy documents, such as the work plan for promoting the construction of the economic circle. In addition, they have established a three-level operation mechanism of decision-making, coordination, and implementation, and jointly promoted the development of several major cooperation platforms and projects. Progress has been made in transportation infrastructure, advantageous characteristic industries, collaborative innovation system, land, and space planning, ecological environment, reform and innovation, public services, and other areas of cooperation.

The joint office will coordinate with relevant departments in Chongqing and Sichuan to implement relevant meeting arrangements and promote the implementation of major items through projects and lists. 

Specifically, efforts will be made in cooperation and joint construction of regional development functional platforms in adjacent areas of Sichuan and Chongqing. It will start the construction of the Wanzhou-Dazhou-Kaizhou coordinated development demonstration zone, Suining-Tongnan integrated development pioneer zone, Gaotan Cizhu New Area, and other nine cooperation platforms. It aims to make breakthroughs in integrated development.

In accordance with the requirements of cooperation, interconnection, and joint construction and sharing, following efforts involve the planning of a number of major cooperation projects in the fields of new infrastructure, new technology, and the new economy, the construction of scheduling platforms for major projects, and the implementation of 31 major projects in two batches this year. Policy coordination between Chongqing and Sichuan will be strengthened to accelerate the reforms of convenience such as the high-speed rail monthly pass system, convenient household registration transfer, mutual recognition and mutual loan of public provident funds, transfer of pension insurance, and direct settlement of medical treatment in different places.

At the meeting, the Chongqing and Sichuan development and reform commissions also signed the Strategic Cooperation Agreement on the Economic Operation Monitoring and Analysis of the Chengdu-Chongqing Economic Circle.
