Emergency! Lower Streets of Downtown Chongqing are Under Water

Chongqing- Affected by the continuous heavy rainfall in the Sichuan Basin, the Yangtze River has formed the No. 5 flood in 2020, and the Jialing River has formed the No. 2 flood in 2020. The main rivers in Chongqing are experiencing the most significant surge since the flood season this year, and some streets near the Yangtze River and Jianling River are under water in 19th.  Chongqing decided to upgrade the emergency response of flood control level II to level I at 14:00 on the same day and immediately entered the emergency flood control period on 18th August.

At 9:50 am on the 19th, the Jialing River flooded outside Hongya Cave on Jiabin Road. The first floor of Hongyadong Scenic Area was completely under water.

According to the latest news released by Chongqing Water Resources Bureau at 10:30 on August 19, the Hydrological Forecast Center of the Yangtze River Committee will issue rolling flood forecasts for the Yangtze and Jialing Rivers based on changes in upstream water and the impact of rainfall and reservoir scheduling.

As of 2 pm on the 19th, the Chaotianmen gate had been completely submerged, leaving only the three characters “ 朝天门".

The Hydrological Forecast of the Yangtze River 

Caiyuanba Station in Yuzhong District will reach its highest water level in the early morning of August 20, which is 1.5~2.5 meters higher than the water level at 8:00 today, exceeding the guaranteed water level by 7.5~ 8.5m.

Cuntan station in Yuzhong District in the early morning of August 20, an increase of 1.5-2m from today's 8 o'clock, which exceeds the guaranteed water level by 7-7.5m.

To protect the people's lives and property safety and achieve the goal of "zero fatalities" in flood, the Chongqing Emergency Management Bureau sent a working group to the Jialing River and the relevant districts and counties along the Yangtze River to supervise and command. At the key locations such as weak points of flood control of the 15 districts and counties along the Fu River, Jialing River, and the Yangtze River were set up on-site headquarters for direct rescue operations. Emergency rescue operations such as transfer and resettlement and disaster relief were carried out in time.

On August 18, 2020, in the Anju ancient town of Tongliang District, Chongqing, floods continued to rise, and some low-lying houses were flooded.

According to the forecast, at 2 pm on the August 18, the real-time water level of the Anju section of Fujiang River in Tongliang District was 220.28 meters, which exceeded the guaranteed water level by 2.78 meters (guaranteed water level was 217.5 meters), basically flush with the top of the dam.

In order to know the flood situation timely, the Tongliang District Emergency Management Bureau organized local government departments, such as emergency management, water conservancy, public security, planning, and natural resources and other departments, as well as flood prevention experts, emergency rescue teams to implement 24-hour duty at the scene from the 17th.

At the same time, at 3 am on the 17th, the Tongliang District urgently organized an emergency rescue team, including 50 members who come from the Tongliang District Emergency Rescue Team and militiamen. The team uses steel pipes and wooden boards to reinforce the wall on the Anju section of the embankment urgently.

After two hours of hard work, a wall with 120 meters long and 1.2 meters high was reinforced. Subsequently, the Tongliang District Emergency Management Bureau and the Anju Town Government urgently dispatched four trucks of sandbags to reinforce the wave wall. At present, more than 4,100 people in Anju Town have been transferred.

In Hechuan District and Beibei District, under the unified dispatch and command of the local government, rescue forces are continuously increasing. "Since the early morning of August 18, we have all go to the front line and supplement the frontline flood prevention and disaster relief forces." A staff member of the Hechuan District Emergency Management Bureau told us.

70 trapped relocated by firefighters

According to the fire rescue detachment of the Hechuan District, Taihe Town in Hechuan District suffered the most significant flood this year due to the influence of water coming from the upper reaches of the Fu River. Many low-lying areas were flooded, and hydropower roads were interrupted. Since the afternoon of August 17, Taihe Town has been primarily affected by floods. On August 18, the flood level in Taihe Town did not drop significantly, and some people were still trapped.

The firefighters in Hechuan District took the assault boat to transfer the trapped people.

At around 4:00 pm on August 18, the Hechuan District Fire Rescue Detachment sent more than ten firefighters to Taihe Town for reinforcement. “Due to the turbulent water flow at the scene and the rising water level, we drove the assault boat in the water more difficultly. When we rushed to the house of the trapped people, many people had already climbed onto the windows on the second floor.” The firefighters put on the life jackets for the trapped people and then moved them to a safe area.

As of 9:00 pm on August 18, the local firefighters had transferred 70 people trapped in Taihe Town and evacuated 1,000 people.

On the morning of August 18, the Jialing River flood peak arrived near Yuelai Street, Yubei district Chongqing, and the flood peak water level exceeded the guaranteed water level by 6 meters. Some factories located on the bank of the Jialing River were flooded.

Police in Yubei district took the rubber boats to rescue the trapped people.

On the afternoon of August 18, the Yangtze River peak arrived near Luoqi Town, Yubei District, and the measured water level reached 176 meters, 2 meters above the guaranteed water level. Policemen  patrol the coast of the Luoqi section of the Yangtze River, while pulling the cordon and evacuating the onlookers.

Police in Yubei district helped local residents rescue supplies.
