Release of Chongqing Agricultural and Rural Affairs Big Data Platform

Chongqing- Chongqing Agricultural and Rural Affairs Big Data Platform was released through the "Offline Post Activities of the Smart China Expo Online 2020 (SCE OL 2020)" on September 16. 

Zhang Yujia, Senior Engineer of Chongqing Agriculture and Rural Committee, introduced Chongqing Agricultural and Rural Affairs Big Data Platform to the crowd.

The platform aims to use data for decision-making, management, and innovation, reinforcing the integration, popularization, and utilization of agriculture and rural big data across the city, and empowering big data's intelligentization on modern agricultural development. The purpose of the platform is to further fuel the rapid growth of the digital rural area.

The platform adopts the "2+1+2" framework system, including two systems of data standards and platform operation, one agricultural big data resource base, and two systems of political affairs service and public service. So far, 10 data resource bases have been set up for agricultural and natural resources, planting, forestry, fisheries, agricultural machinery, agrarian economy, market for agricultural products, science, and technology education, supervision, and law enforcement as well as political affairs service.

By now, statistically, there are 830 categories, 4,874 items, and over 80 million records of agricultural and rural affairs data, contributing to 11 main special categories for data analysis with 135 indicators, 38 aspects, and 55 forms.

So, what are some benefits of the establishment of the big data platform and the collection of agricultural and rural affairs data?

First, the collection and application of big data promote the quality and safety supervision of agricultural products. Specifically, the platform can be used for tracking agricultural products and supervising and regulating the related agricultural inputs. It not only can realize the intelligent monitoring and control, and online certification, but develop the branded agricultural products in Chongqing.

Up to now, 6,369 branded agricultural products have been warehoused across Chongqing, comprising 4,077 pollution-free agricultural products, 2,118 green foods, 122 organic foods, 52 agricultural products of geographical indication, and 173 Chongqing brand-name agricultural products. The overall scale of branded agricultural products in Chongqing reaches 401.96 thousand hectares, with a total production of 8.297 million tons and an overall output of near 20 billion yuan.

Second, big data promotes the development of agricultural leisure tourism. Through regularly collecting, organizing, and releasing rural tourism data and information of Chongqing on http://zmxc.cqnync.cn/, an official tourism information website of Chongqing, more than 700 rural tourism boutique routes and over 1,200 leisure sites were recommended, and over 800 records of agricultural tourism information were released. This platform has received wide attention and recognition from the crowd. It plays a positive role in local tourism development, attracting near 5 million tourists with total revenue of more than 500 million yuan in 2019.

Third, the application of big data promotes the Project of Information Entering the Villages and Households (PIEVH). A big data platform called YuYiNong has been set up for the PIEVH, which includes developing the app of YuYiNong, its WeChat Official Account, and any agriculture-related multimedia messages service. The comprehensive information service platforms of YuYiNong combine agriculture, public welfare, e-commerce, and training services in an all-round way, and promotes the extension of information services and the accuracy of information to villages and each household.

Over 8,000 agriculture-beneficial information agencies have been established, nearly 10,000 information officers have been trained, and nearly 300,000 MMS have been issued through 12316 Hotline.

Forth, the application of big data gives rise to the price monitoring and early warning of agricultural commodities. By focusing on monitoring the whole agricultural industry chain, the platform comprehensively introduced the analysis of agricultural products' price index, actively carried out a thematic analysis of information on the five major agricultural products markets, as well as monitoring and early warning of any emergencies and incidences.

According to research, the platform annually collected more than 20 million pieces of price data resources from over 180 markets and production base collection points, 300 more agricultural products, and agricultural materials in seven major categories, covering price data in the whole industry chain from its origin, wholesale and retail.

On average, more than 350 daily market monitoring and analysis bulletins, and more than 100 weekly, monthly, quarterly and annual market analysis bulletins and special reports are published annually through all media, promoting the stability of the city's agricultural market.

Fifth, the application of big data facilitates the interaction between the production and marketing of agricultural products. Under the impact of the COVID-19 pandemic, some of the agrarian commodities in Chongqing found it challenging to sell and buy from March to May. To solve this problem, by relying on the Big Data Platform, the Chongqing Municipal Agriculture and Rural Affairs Commission quickly set up a production and marketing system for local agricultural commodities. It will begin collecting and summarizing information effectively on the supply and demand of citrus, vegetables, fishery product, poultry eggs, and meat products, and sending this information to the public via multiple channels.

Research shows that Chongqing agricultural production and marketing system released more than 1,200 supply and demand information, which is browsed and searched for more than 100,000 times, reaching sales of 249,000 tons of citrus and 10,000 tons of vegetables. The establishment of the platform effectively solved the problem of stagnant agricultural products and achieved the target of "Easy Production and Easy Selling" of the agricultural commodities.

The establishment of Chongqing Agricultural and Rural Affairs Big Data Platform will further promote the deeper integration of modern information technology in the agricultural industry, providing data support for the government to make smart decisions and improve the modernization of governance.
